Consultancy Service for an Expert to Develop a Regional Strategy on Flood Risk Management for IGAD Region (Ref. No. ICPAC/15/ICS/01)

The IGAD Climate Predictions and Application Center has received financing from the European Union through the World Bank toward the cost of the Building Resilience through Disaster Risk Management and Climate Change Adaptation Project and intends to apply part of the proceeds for consulting services.

The consulting services include hiring of an individual consultant for the "Development of a Regional Strategy for Flood Risk Management in the IGAD Region with specific reference to establishment of a regional flood hazard early warning system”.

Objective of the consultancy assignment

The objective of this consultancy assignment is the following:

The main deliverable of this consultancy is the development of a Regional Strategy for Flood Risk Management in the IGAD Region with specific reference to establishment of a regional flood hazard early warning system.

Expected outputs to be delivered by the consultant in attaining the main deliverable:

1. An inception report with a clear methodology and a proposed plan of action to complete the assignment
2. A review report on the present status of flood risk management practices including flood early warning in IGAD Member States covering the following:
   1. Relevant national flood risk management strategies and regulations in the region,
   2. The institutional structure and administrative procedures for flood risk management (flood risk exposure measures such as early warning, restriction of settlements in flood prone areas)
   3. The current approach to flood risk management both structural and non-structural measures,
   4. How decisions are made,
   5. The performance of relevant institutions and flood Early Warning Systems (EWS) during recent floods, and
   6. Constraints and barriers to improvement of flood risk mitigation and EW practices in region
3. A summary of literature review on good practices from across the world on regional flood risks management policies, strategies and practices that would inform the development of a practical Flood Risk Management Strategy and flood EW for the IGAD region,
4. A Draft Regional Flood Risk Management Strategy and Early Warning document for the IGAD Region and the Member States to be presented at DRM TAC and relevant stakeholders’ meeting for deliberation and validation. The Strategy document should include detailed institutional and procedural guidelines on flood risk management and early warning mechanisms for use by the member states.
5. Stakeholders’/Validation meeting report with emerging key issues to be included in the Draft Regional Flood Risk Management Strategy and Early Warning document.
6. A lexicon of terminology used in the document as well as a bibliography of relevant literature on Flood Risk Management Strategies and Early Warning Practices to be annexed to the Strategy document.

IGAD Region - all member states.

The IGAD Climate Prediction and Application Center now invites eligible individual Consultants to indicate their interest in providing the Service.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 1.9 of Consultant Guidelines.

The World Bank policy requires that consultants provide professional, objective, and impartial advice and at all times hold the client's interests paramount, without any consideration for future work, and strictly avoid conflicts with other assignments or their own corporate interests. Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of not being able to carry out the assignment in the best interest of the recipient.

A consultant will be selected in accordance with Section V. Selection of Individual consultants set out in the Consultant Guideline.

Required qualifications

• At least a master's degree in a relevant area such as hydrology, climatology/meteorology, water resources management, disaster management or related field.

Experience requirement

• Knowledge and at least 10 years relevant practical experience in:
  • Development of Strategies and policies and implementation relating to disaster risk management or effective early warning systems
  • Climate change adaptation and/or hydro-meteorological and disaster management,
  • Ability to conduct qualitative and quantitative analysis through literature review and analysis of workshops outputs to and produce high quality synthesized reports
  • Design and conducting of strategy development workshops
  • Excellent presentation and technical reporting skills Experience in the following is an advantage
  • Work in the IGAD/ICPAC Region
  • World Bank-supported project

Language requirements

• Fluency in English, and Knowledge of French or Arabic is added advantage.

Duration of the assignment

The assignment should be undertaken within seventy (70) working days, and it should be conducted from the consultant’s home base and the IGAD/ICPAC Secretariat in Nairobi, Kenya, with travels to the IGAD member states.
