The Asian Disaster Preparedness Center (ADPC), established in 1986, is a regional non-profit foundation with headquarters in Bangkok, Thailand. It supports the advancement of safer communities and sustainable development through implementing programs that reduce the impact of disasters upon countries and communities in Asia and the Pacific. The primary geographic focus of ADPC’s activities in Asia are in South, Southeast, and East Asia as sub-regions.

ADPC has more than 30 years of experience working for a safer Asia in partnership with the national and local governments of its charter member countries as well as the member states of the Regional Consultative Committee (RCC) on Disaster Management. ADPC addresses the region’s preparedness needs in development of capacities and promotion of learning; dissemination of information and knowledge management; provision of technical and advisory services; implementation of pioneering regional programs; preparation and follow-up of global and regional mechanisms; establishment of new regional mechanisms; support for inter-agency coherence and coordination; and catalytic facilitation and partnership to sub-regional mechanisms. Background

ADPC has a need for support in the implementation of programs in Nepal. The main program in need of support is a 5-year program on Building resilience to inclusive and climate-adaptive disaster risk reduction in Asia-Pacific (BRDR Program). The program will take stock of, build upon and enhance current and existing knowledge, experience and good practice for DRR. The program will explore entry points, develop and test effective frameworks and draw upon the existing bright spots for upscaling and integration of gender equality and social aspects into DRR and climate change adaptation (CCA). The program will also seek to enhance regional cooperation through various capacity strengthening initiatives embedded in the Regional Consultative Committee on Disaster Management (RCC) mechanism.

The Program Coordinator will assist in the implementation of the BRDR Program in Nepal. Other programs in Nepal include the Asian Preparedness Partnership (APP) and possibly other upcoming initiatives. The Program Coordinator is expected to provide inputs into these programs as well. The approximate share division of time between programs is 80% on BRDR and 20% on other programs (this may change over time).

Statement of Intent

The Program Coordinator will primarily support the implementation of the BRDR Program in Nepal under different outcomes. She/he will also provide support to coordinating and implementing other activities as assigned by the supervisor. Note: It is not the intent of this position description to cover every aspect of the position requirements, rather highlight the most important areas of personal and joint responsibility.

Duties and Responsibilities

  • Coordinate the implementation of BRDR program and all other programs/projects in Nepal as decided by ADPC;
  • Assist in data and information gathering as part of field research under different thematic areas of the BRDR program;
  • Assist in compiling relevant documents and information as required by the program team;
  • Assist in technical assignments including concept notes and consolidating inputs from consultants, program partners, and stakeholders into quality deliverables;
  • Help prepare program updates, progress reports and provide administrative support in carrying out program activities under different outcomes;
  • Assist in organizing seminars, training programs, capacity building initiatives, workshops, and other program activities;
  • Coordinate and support in cross-thematic collaboration for project implementation in Nepal;
  • Perform other relevant tasks as assigned by the Director.

Key Outputs

In addition to performing the above-mentioned tasks, the incumbent will also be required to produce the following specific outputs during the contract period:

  • Summary of Nepal-specific updates for each work stream of the BRDR program (integrated risk assessment; DRR mainstreaming; emergency preparedness and response; Sendai framework monitoring; women in DRR); 
  • Updated list of all key stakeholders relevant to each work stream of the BRDR program, and for APP; 
  • Summarize information about key organizations and projects focusing on promoting women leadership in DRR in Nepal;
  • Summarize the current state of disaster information management system in the country;
  • Compile recent studies and reports focusing on disaster risk governance in Nepal;
  • Translate key national documents into the English language (documents to be identified);
  • Translate key BRDR products into the Nepalese language (products to be identified).

Reporting Relationship

  • Report directly to the Director of Risk Governance for program-related activities. Regular reporting to Program Manager/Country Representative based in Nepal on a daily basis.
  • Work closely with other staff in ADPC Bangkok office

Required Qualifications/Selection Criteria

  • Nepali national
  • Master’s degree in disaster management, development studies, social sciences, economic, planning or any other related fields. Postgraduate specialization will be viewed as an added advantage;
  • At least, 3 years of technical experience in disaster risk reduction/climate resilience with intermediate level technical understanding on mainstreaming DRR into development;
  • Strong coordination and project management skills, with experience in working with government agencies, international organizations, development partners and NGOs;
  • Demonstrated knowledge and understanding of humanitarian assistance related to international agreements, practices and policies, research and information analysis skills;
  • Practical experience working in a multi-cultural team and ability to work independently for long hours and under pressure;
  • Proven ability to plan and organize work independently;
  • Practical experience in financial reporting and prudence in handling cash and project finances;
  • Experience in event planning and management;
  • Excellent command of English, in written and spoken and ability to write reports and proposals including a demonstrated track record in training material development, technical report writing and ability to communicate technical matters effectively to a general audience;
  • Excellent computer skills especially in word-processing, spreadsheets, database and presentation software;
  • Willingness to work in a team, respect the importance of other disciplines and keen to learn from and contribute to various disciplines; and
  • Willing to travel periodically in the region.
