1. About Asian Disaster Preparedness Center 
ADPC is an autonomous intergovernmental organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with governments, development partners, international organizations, NGOs, civil society, private sector, media, and other key stakeholders. 
Established in 1986 as a technical capacity building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas. With over 100 staff from 19 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner. ADPC is a competent regional resource center and has seven thematic departments: ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, Geospatial Information. These are supported by Finance, Human Resources and Administration, and Strategic Planning departments. In addition to the departments, ADPC works on three cross-cutting themes: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation through permanent working committees. 
ADPC Strategy 2020 guides the organization in providing comprehensive risk reduction support to countries and communities in Asia and the Pacific. ADPC recognizes the importance of examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights-based approaches, climate change and regional cooperation. 2. Objectives of the consultancy services
ADPC is developing an online training course (7 core modules) and is looking for a consultant that can provide services on videography and video editing to support the development of the online course.

4. Introduction of the project
ADPC, with support from the Norwegian Agency for Development Cooperation (NORAD), is implementing an urban resilience program titled “Urban Resilience to Climate Extremes in Southeast Asia” (URCE).  The program's goal is to build ‘resilient communities in deltaic and coastal urban areas’ and strengthen the resilience of the urban systems and urban communities to the current and emerging climate extremes, disasters, and emergencies that are anticipated in the deltaic and coastal cities in Southeast Asia.  
5. Scope of work
There are a total of 7 Modules, each with 3 - 4 lessons. Each module will have a maximum of one hour of video, with each lesson having an average of 12-14 mins of video.
The videos will have a mix of modalities: (i) animated video with voice over, (ii) PowerPoints with voiceover, and (iii) PowerPoints with a person appearing in the video (seminar/lecture style). 
Videography: The consultant is expected to shoot the videos for the third modality, where a person appears in the video to explain the PowerPoints. The estimated total length of the video to be shot for all modules is a maximum of four hours. 
Video editing: The consultant is expected to mix pre-produced animated videos with voice over, PowerPoint slides, and edit the videos, and assemble different modalities of the video into lessons. The total length of videos to be mixed and edited is a maximum of seven hours, which is the total length of the course, and subtitles will need to be included. 

6. Responsibilities
The consultant will be responsible for both videography and video editing.
Videography

  • Understand the videography needs of the online course
  • Record and produce HD videos for each lesson of the course
  • Coordinate and arrange to light, shooting angles, placement of audio equipment based on requirements
  • Maintain quality control and a consistent look and feel throughout the production of videos
  • Test all equipment to determine the technical quality of recording, audio, and lighting prior to production
  • Assist presenters with guidance on appearing appropriately for the video
  • Oversee the security, operation, and maintenance of equipment utilized in video production 

Video editing

  • Integrate animated videos (produced separately) with other types of videos
  • Integrate PowerPoint presentation with voice over to produce a video 
  • Edit and assemble final videos in a format compatible with edX studio. More information about creating video content for edX is found here.
  • Monitor the technical quality of the finished product to ensure compliance, consistency, and desired outcome for the organisation
  • Ensure the best practices are followed in the use of third party media, color correction, and audio mixing
  • Collaborate with the graphic designer, animator, and voice over artist while mixing recorded videos with PowerPoint presentations    
  • Encode and upload video segments into edX studio

For both tasks, the consultant is expected to:

  • Discuss ideas for video making with team members before applying them in the development
  • Communicate effectively with the development team
  • Maintain project documentation and course folders during the assignment
  • Ensure assets/data security and integrity
  • Perform other duties as agreed with ADPC

7. Requirements

  • The consultant should have a university degree in the relevant field.
  • The consultant should have demonstrable experience in videography and video editing.
  • Experience working in the non-profit sector would be advantageous.
  • The consultant should be an expert user of video editing software.
  • The consultant should have the requisite equipment for shooting video and may choose to use their own studio, hire one, or use the ADPC office. 
  • The consultant should be familiar with the development of videos for online learning platforms. Prior experience in working with edX would be highly advantageous.
  • The consultant should have excellent interpersonal and coordination skills, and the ability to work with a team in a multicultural and transdisciplinary environment.
  • The consultant should be service-minded and detail-oriented.
  • The consultant should have excellent organization skills.

8. Reporting
The consultant will work under the overall supervision of Director – Urban Resilience and under day-to-day coordination of the Project Coordinator for online course development. The consultant will also liaison with the ADPC Training Academy, whenever necessary.

9. Duration of the Contract
The maximum duration of the assignment is 2 months
Commencing: 15 August 2020 
Ending: 14 October 2020
As the consultancy is output based, the consultant may complete the deliverables prior to the deadline without any reduction to their total lump sum payment.  
 
10. Remuneration and Terms of Payment
This is an all-inclusive lump sum contract. Payment will be made at the conclusion of the consultancy service and submission and acceptance of the outputs by ADPC. 

11. Selection Method
A consultant will be selected in accordance with ADPC’s recruitment and/or capacity assessment process. This will be a combination of assessing key competencies, value for money, and availability.
