About Asian Disaster Preparedness Center

The Asian Disaster Preparedness Center (ADPC), established in 1986, is a non-profit, autonomous, regional organization, international in status and non-political in management, staffing, and operations. ADPC has been established for scientific, educational, developmental, and humanitarian purposes that work to build the resilience of people and institutions to disasters and climate change impacts in Asia and the Pacific region. ADPC has more than 34 years of working experience in Asia along with the national and local Governments of its founding charter member countries as well as countries of the Regional Consultative Committee (RCC) on Disaster Management. ADPC works to strengthen disaster risk reduction at all levels, from regional to national, sub-national, and even community levels. ADPC aims at supporting governments, strengthen institutions, and build capacity for mainstreaming DRR into development processes. It includes developing institutional systems, assessing disaster risks, undertaking programs for disaster risk reduction and adapting to climate change, etc. ADPC vision is 'safer communities and sustainable development through disaster risk reduction.' It works with governments, development partners, international organizations, NGOs, civil society, the private sector, media, and other key stakeholders. In addition to its headquarters in Bangkok, Thailand, ADPC currently has offices/representation in 11 countries in the region.

Over the years, ADPC has grown and diversified its expertise across science, system, and applications. It supports sustainable solutions for disaster risk reduction across a broad range of specialized areas. With over 100 staff from 19 different nationalities and a wide range of professional expertise, it has experience at all levels of engagement typically required for disaster risk reduction and climate resilience. ADPC has organized its operations into six thematic departments, namely Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, and Geospatial Information. In addition to the specialized thematic departments, ADPC addresses three cross-cutting themes through permanent working committees: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation. ADPC recognizes the importance of examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights-based approaches, climate change, and regional cooperation as an integral part of the comprehensive disaster risk management process.

Statement of Intent

ADPC, with support from Bill and Melinda Gates Foundation (BMGF), has been implementing the ‘Asian Preparedness Partnership’ (APP) program through a unique multi-stakeholder partnership formed with representation from the Governments, Local Humanitarian Networks, and the Private Sector from the six countries, namely, Cambodia, Myanmar, Nepal, Pakistan, Philippines, and Sri Lanka. The APP strives to improve the interface and partnership between Governments, Local Humanitarian Organizations, and the Private Sector for enhancing capacities through partnerships, knowledge resources, and south-south exchange, training, and networking opportunities. APP activities are being carried out in the backdrop of the global COVID-19 pandemic with preparedness and response actions in APP countries primarily led by the local actors, namely national and sub-national governments with support from the private sector, local NGOs, and volunteers. ADPC is strengthening the COVID-19 response systems in APP countries through a special grant that supports local partner organizations, including the private sector, in responding to various challenges arising from the pandemic through locally-led priority interventions. “Business continuity” is increasingly important for enterprises in dealing with uncertainty in today’s world. In light of the ongoing COVID-19 Pandemic, it is clear that putting in place a system/mechanism to ensure business continuity within enterprise is critical for businesses to prepare for, respond to and recover from disruptions arising from natural and man-made hazards.

In this context, ADPC will develop an online course on scenario-based business continuity planning for local partners in the APP countries and beyond. The online course is designed to promote awareness and knowledge of business continuity and its processes for nurturing the capability as part of overall efforts in building business resilience. This course aims to equip the participants to build fundamental knowledge and skills on taking a step-by-step approach for developing a documented plan, called a business continuity plan (BCP). Instructional videos will form a key part of the course.

By adapting existing training modules of ADPC, the course is primarily intended for small and medium-sized enterprises (SMEs) as well as other relevant stakeholders who support the SMEs from the public and private sectors in the APP countries. Converting and housing the course modules in a virtual, online-based format is particularly apt during this period due to the ongoing COVID-19 pandemic. Furthermore, the online course will also serve as a resource that can be accessed and utilized by APP partners going forward to supplement classroom-based training for building SME resilience as well as by other stakeholders even beyond APP in the post-COVID-19 period.

The Consultant Video Developer will work with the ADPC program team for the development of the instructional videos, which will support the components of the Online Learning Course. The Consultant will be expected to work closely with the iPrepare Business facility, a dedicated unit within ADPC, for engaging the private sector in disaster risk management in the design and content of the video development.

Qualifications and Experience:

The following qualifications and expertise are required to deliver the consultancy:

  • Professional qualifications in video production and/or demonstrable portfolio of similar work or assignments undertaken;
  • At least five years of experience in producing instructional/learning videos, including animation videos;
  • Previous experience in working with Humanitarian NGOs or international organizations in similar programs;
  • Knowledge and working ethics of national or state government agencies, international NGOs, National NGOs, private organizations, international organizations, and business continuity topics would be an added advantage.

Duties and Responsibilities:

Under the supervision of the Project Team, the Consultant will develop instructional videos, including voiceovers, to convert the existing curriculum on Business Continuity Management provided by the ADPC program team to be used as part of the online course. The deliverables for the assignment are as detailed in the following section. The storyboard and script of the videos will be provided by the ADPC team.

Reporting Relationship:

Under the overall guidance of the Director, PRR, the Video Developer Consultant will report to the Program Manager of the COVID-19 Country Support to APP Program.

Duty Station:

This is a home-based assignment. In case travel is required for the assignment, the Video Developer Consultant will be entitled to international travel, daily subsistence allowance, accommodation, and other related travel costs, including visa and terminal fees as per ADPC financial policy.

Contract Duration

December 2020 – March 2021.
