The Forum will analyze political, economic, security and cooperation themes, emphasizing those that are part of the most recent agenda, including the environment, development goals post-2015, and issues pertaining to youth, the empowerment of women, and, assuredly, the future of the Asia Pacific Parliamentary Forum (APPF).

Agenda item 3.1, Regional Cooperation in the Asia Pacific Region, addresses: Cooperation to face climate change (outcomes of COP 19) and the prevention and handling of natural disasters.

A Draft Resolution of the Japanese Delegation: recognizes the necessity of reducing vulnerability to disasters; highlights the need to build "resilient societies"; recognizes that well-prepared resilient societies can minimize damage and effectively take measures including recovery and reconstruction; confirms that the international community should cooperate for the substantial reduction of disaster losses, in lives and in the social, economic and environmental assets. The Draft Resolution resolves to: call upon member countries to mainstream disaster risk reduction at every level of public policy; extend mutual cooperation on disaster risk reduction management along with Hyogo Framework for Action 2005–2015 as well as in the regional cooperation frameworks such as APEC, ASEAN, East Asia Summit (EAS), and Japan-China-ROK Trilateral Cooperation; call upon member countries to participate fully in the consultation process to develop a post-2015 framework for disaster risk reduction and welcome Japan’s initiative to host the 3rd World Conference on Disaster Reduction in 2015.
