Gender Equity and Social Inclusion (GESI) Specialist

ADPC is an autonomous international organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with all key stakeholders. Established in 1986 as a technical capacity building center, ADPC has grown and expanded its role to be for scientific, educational, developmental and humanitarian purposes. ADPC employs a wide range of professional expertise typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner.

ADPC develops and implements cross-sectoral projects/programs on the strategic themes of risk governance, urban resilience, climate resilience, health risk management, preparedness for response and resilient recovery. Our strategic themes are complemented and underpinned by the cross-cutting themes of gender and diversity, regional and transboundary cooperation as well as poverty and livelihoods.

Through its work, ADPC supports the implementation of the Sendai Framework for Disaster Risk Reduction 2015–2030, the Sustainable Development Goals (SDGs), the New Urban Agenda, the United Nations Framework Convention on Climate Change, the agenda defined at the World Humanitarian Summit in 2016, and other relevant international frameworks

The Geospatial Information (GEO) Department supports stakeholders to increase their uses of geospatial technology, data, and information for supporting decision making related to disaster risk management and climate resilience. The department supports all thematic areas of focus of ADPC to achieve their goals, mainly through:

• Increased accessibility and technical capacity to develop, maintain, and use geospatial information including disaster and climate risk maps, forecasted and real-time disaster data for early warning, and damage data for post-disaster assessment and recovery planning,
• Increased awareness by decision makers on applications of geospatial information in disaster risk management and climate resilience decision making, and
• Geospatial solutions, such as maps, tools, models, and data, customized to the demands of stakeholders

SERVIR-Southeast Asia (SERVIR-SEA) is a 5-year project, co-created by USAID, NASA, and ADPC, to address disaster and climate resilience as well as environmental issues in Southeast Asia. SERVIR-SEA’s objective is Expanded and Scaled Climate Actions by using Satellite Data and Geospatial Information in Decision Making, which will be achieved through the following outcomes:

1. Regional platform(s) strengthened and/or established for accelerating, scaling, and/or sustaining adoption of data and information
2. Increased investment from diversified partnership with stakeholders to support the development and use of data and information
3. Increased accessibility of data and information
4. Strengthened capacity of Stakeholders to use data and information

Gender Equity and Social Inclusion (GESI) is an important cross-cutting outcome of the SERVIR-SEA project. The project seeks to deepen its development impact while: 1) ensuring that activities do not exacerbate or perpetuate gender and other social disparities; 2) reducing those disparities where possible; and 3) empowering women, girls, and members of traditionally disadvantaged groups. To start the project, ADPC is seeking a qualified GESI Specialist to conduct a comprehensive analysis of the region’s state of gender equity and social inclusion in the area of geospatial applications for climate, disaster, and environmental resilience.

Expected Outputs:

The following outputs are expected from the assignment:

1. A 40-page regional GESI analysis report
2. Related reference documents, e.g., interview records, photos, reports, contact information, etc.

The regional GESI analysis report will use the five domains detailed in USAID ADS 205, to identify key gender and social inclusion-related issues and constraints and to specify how proposed interventions will affect women, men, youth, disabled, and marginalized social groups differently. The GESI analysis report will include prioritized recommendations for action on how to address gender inequalities and social exclusion throughout the implementation of SERVIR-SEA while achieving the SERVIR-SEA’s objective and outcomes. In particular, this analysis will identify where gaps exist in geospatial data tool development and use and then apply these findings to develop a Gender and Inclusive Development Action Plan (GIDAP), which will outline interventions to address gender and social inclusion gaps across all activities of SERVIR-SEA.

Scope of Work:

The Consultant will deliver a GESI analysis report, through the following work scope:

• Interviews of SERVIR-SEA team members and USAID’s regional development mission for Asia to understand the overall project’s aims and requirements of the GESI analysis;
• A stakeholder mapping exercise for the stakeholders – International, regional, and national – who advocate for GESI in disaster resilience, climate change adaptation/mitigation, and environmental protection;
• Identify key informants for interviews – from regional organizations such as the ASEAN Secretariat, the Mekong River Commission, etc., national organizations in Myanmar, Thailand, Lao PDR, Cambodia, Vietnam, Indonesia, and the Philippines, as well as international organizations such as UN agencies and INGOs;
• Desk research and interviews of key informants on the current gaps related to GESI in the decision-making process for disaster resilience, climate change adaptation/mitigation, and environmental protection – generally and particularly on the use of geospatial applications to support the decision making;
• Desk research and interviews of key informants on the existing strategies, frameworks, policies, plans, and projects to address GESI challenges in disaster resilience, climate change adaptation/mitigation, and environmental protection;
• Desk research and interviews of key informants on the existing knowledge gaps on geospatial information and technology among different social groups, including but not limited to, women, children, elderlies, persons with disability, ethnic minorities;
• Make recommendations on gender-sensitive indicators to measure results we want to see within the next 5 years if the identified key gender and social inclusion-related issues and constraints are improved due to the intervention of SERVIR-SEA;
• Synthesize the findings into a 40-page GESI analysis report for SERVIR-SEA.

Working Principles:

The Consultant will report to the Director of the Geospatial Information Department of ADPC, while taking inputs from the thematic leads and the vulnerability specialist of SERVIR-Southeast Asia.

Qualifications:

The Consultant is expected to possess the following qualifications.

• At least 7 years of professional experience in international development, focusing on gender programming, with experience on GESI;
• Experience in conducting GESI analysis required; experience working on the GESI component of USAID projects considered very favorably;
• Experience working with a variety of stakeholders and partners related to GESI in a development context, preferably in the region;
• Exemplary English writing and editing skills (writing samples/writing test will be requested);
• Strong research skills;
• Knowledge of the development context of Southeast Asia considered a plus;
• Work experience in Southeast Asian Countries considered favorably;

Duty Station: Bangkok, Thailand, preferred, but a home-based consultancy could be considered

Duration: Starting on 1 March 2023,the duration of this assignment will be 2 months

Condition of payment: Payment will be made based on completion of key milestone outputs, as per the payment schedule agreed by the consultant and ADPC.
