Objective and purpose of the assignment

Under the Second Window of the Asia Pacific Disaster Response Fund (APDRF), [1] the Asian Development Bank (ADB) supports its developing member countries (DMCs) by financing experts to provide speedy post- disaster technical support for the preparation of post-disaster needs assessments (PDNAs), [2] government disaster recovery plans, and post-disaster projects, including emergency assistance loans (EALs). ADB's post-disaster assistance focuses on (i) the restoration of high-priority productive and social infrastructure, such as water, sanitation, power, communications, and transport; (ii) the provision of, and access to, basic services, particularly education and health care; and (iii) the restoration of economic productivity and livelihoods. Support for reconstruction emphasizes the full restoration of infrastructure, services, economic activity, and risk governance structures and systems. ADB integrates build back better measures into its disaster response to strengthen resilience to future disasters and emergencies. ADB helps DMCs apply the latest technological capabilities in designing and implementing post-disaster support. The objective of the assignment is to provide technical inputs in support of a PDNA, government disaster recovery plan, or the processing of ADB post-disaster assistance following a disaster event in a DMC.

Scope of work

ADB is seeking disaster recovery experts (consultants) with proven sector or wide-ranging experience in one or more of the following: (i) undertaking PDNAs or nationally adapted post-disaster assessments, (ii) developing government disaster recovery plans, (iii) processing of ADB post-disaster assistance, including EALs, and/or (iv) providing capacity building for PDNA and recovery plan practitioners. Once selected, the consultant will join a pool of experts to be rapidly deployed as and when required, subject to the consultant's availability.

Detailed work and expected output

In support of ADB's post-disaster assistance, the consultant will be responsible for delivery of indicative tasks under one or more of the following profiles: 

a. Profile 1: PDNAs 

In accordance with the PDNA methodology or nationally adapted approach, the consultant will lead/contribute to the activation and preparation of a PDNA or specific sector assessment within a PDNA, including the collection, validation, consolidation, and analysis of data and the drafting and review of the report, and the review of a report or sector chapter and contribute to other relevant chapters. The consultant may provide high-level support to coordination, including to the PDNA's coordination teams and ADB Country Management Teams, and advise on dissemination. The consultant will work closely with government counterparts and other entities engaged in the preparation of the PDNA, as well as with ADB staff involved in the disaster response.

 b. Profile 2: Disaster recovery plans 

Drawing from a PDNA or similar assessment, the consultant will contribute to the development of a government disaster recovery plan to guide government and other implementing stakeholders in medium to longer term recovery efforts. The recovery plan will articulate a vision for recovery, define a strategy, prioritize actions including build back better, fine-tune planning, and provide guidance on financing, implementing, and monitoring the recovery. The consultant will work closely with government counterparts and other entities engaged in the preparation of the recovery plan, as well as with ADB staff involved in the disaster response. 

c. Profile 3: Post-disaster projects 

In accordance with ADB's Revised Disaster and Emergency Assistance Policy and Revised EAL Policy, as applicable, the consultant will support the processing of post-disaster recovery and reconstruction assistance. Guided by the ADB project lead, the consultant will provide technical inputs in any aspect of the design and preparation of a multi-sector or sector-specific project. 

d. Profile 4: Capacity building for PDNA and recovery plan practitioners 

In line with the PDNA methodology and related guidance, the consultant will support the design and delivery of training packages to build the capacity of practitioners on PDNA and recovery planning. This includes the orientation of personnel undertaking a PDNA, as well as for PDNA readiness

Minimum qualification requirements

The consultant should have a degree in economics, engineering, public administration, social science, natural science, or a related field, with at least 7 years of relevant experience, including in a post- disaster context. Proven experience in one or more of the three profile areas is required. Experience working with ADB and/or in Asia and the Pacific is highly desirable.
