Integrating anticipatory action and social protection
Considering the unprecedented trend of rising humanitarian needs and the global food crisis in which climate shocks play a major role, WFP is integrating anticipatory action and social protection. When anticipatory action is layered with social protection, it can help address the climate risks affecting the most vulnerable populations in a timely, sustainable, and cost-effective manner.
This document explains the overall framework and strategic thinking on the integration of anticipatory action and social protection and provides guidance to WFP Regional Bureaux and Country Offices on how WFP can support this agenda at national and local levels. It does not constitute a detailed operational manual and should be tailored and adjusted to each context. Integrating anticipatory action and social protection should be results-driven and have a clear added value for all parties - both those interested in responding to imminent climate hazards in an anticipatory manner, and those developing social protection programmes.
