China resilient cities report
'China Resilient Cities Report' was developed by ICLEI East Asia Secretariat (ICLEI EAS) as part of a UNDRR-funded project in support of the implementation of MCR2030 in China. The report is a comprehensive knowledge-policy-action study that explores the strategies and initiatives aimed at enhancing urban resilience in China, as well as showcasing the best practices among cities from China. The report includes an introduction to the global framework and ICLEI experience in building resilient cities as part of MCR2030, an analysis of practices conducted in Chinese cities, and an exploration of how to build resilient cities in China, focusing on climate resilience.
From 2019 to 2021, in partnership with UNDRR ONEA & GETI and other actors, ICLEI EAS closely worked with four project cities in China to implement a series of training workshops promoting the 'Making Cities Resilient' Campaign (followed by the MCR2030 initiative since 2021). Training workshops were rooted in the practical work in China around urban DRR and emergency management, covering topics like climate change, climate mitigation and adaptation, climate investment and financing, and nature-based solutions. MCR2030 tools were used to support cities in assessing their current level of resilience, setting targets for improvement, and implementing strategies to enhance their resilience through various actions such as risk reduction, adaptation, and capacity building.
For each of these areas, the report provides a systematic presentation of what resilient cities are, and showcases best practices across the world. By applying the 'Disaster Resilience Scorecard' tool, ICLEI EAS collaborated with cities to understand and reflect on their existing urban resilience practices, and to navigate next steps. The 'China Resilient Cities Report' (2024) is a contribution of ICLEI to MCR2030.
