Description
Catastrophes, crises and accidents, whether of natural, human or technological origin, require a solid grasp of the security of control and surveillance systems, given its increasing regularity, and therefore represent a complex and difficult challenge for societies and its Institutions. This challenge, as disturbing as it is, is also related to investigation as a frequent practice and constant innovation.
In such a way that, through learning, it overcomes the complex nature of events and the role of its causes, the cascades of human and technological failures, security breaches or even the role of prevention and analysis and evaluation of anomalies. Errors in risk management and operations, failures in public policies, deficient materials and equipment, pressure on construction costs, lack of analysis of anomalies and bureaucracy are other pathologies of our socio-technical systems that must be taken into account.
The cases of the Pedrógão fires, the Mondego floods, the landslides in Madeira, the maritime accident in Portimão, the aircraft crash in Foz Côa and the cyber attack on Vodafone, are very revealing of this. These are evidence of the need to imperatively and completely open the black box of catastrophes, crises and accidents, by showing themselves as events of high impact and high probability of return, in a time of uncertainty and risk with that we have to live.
As far as events at a global level are concerned, due to the coupled system in which societies find themselves, we must trust that collapse can occur in ours as well. As in the collapse of buildings in Morocco, the railway accident in Greece, the collapse of the Brumadinho dam, the terrorist attack in Cabo Delgado, the Prestige oil spill in Galicia or the stampede at a football stadium in Indonesia, among other tragedies that mark our universal history.
All these events challenge us to understand and improve the quality of security and investigation, and as a consequence, to learn from experience and action, led by a multidisciplinary teaching team on which this postgraduate course is based.
Taking place over one semester, this course focuses on the fundamental skills required of a disaster, crisis and accident investigation and safety expert and provides an apprenticeship incomparable. This includes practical case studies such as at the end of the course linked to field exercises, in a simulated event investigation scenario. This will be held in the municipality of Vila Nova de Poiares, with the participation of its volunteer fire brigade.
General objective
The postgraduate course aims to provide future experts with the necessary scientific and technical knowledge and skills, supported by the best multidisciplinary and multi-institutional safety and investigation practices, which allow them to carry out, effectively and appropriately, all procedures, security and incident investigation, such as those exposed in the course presentation.
This positions future experts as strong contributors to the formulation of the new public policy to reduce the risk of disasters, particularly within the framework of the implementation of the Intermunicipal Community of the Central Region of Portugal Territorial Development Strategy in the period 2021-2027 and the Portugal 2030 Strategy, as well as the Agenda 2030 of Sustainable Development.
