Resilience building and disaster response management in the Indian Ocean
Supporting Disaster Risk Reduction in the Indian Ocean
The overall objective of the Resilience building and disaster response management in the Indian Ocean (RDRM-IO) programme is to reduce disaster and climate related losses in the human, economic, social, physical, and environmental assets of Indian Ocean Commission (IOC) member states.
In the context of this programme, a United Nations Office for Disaster Risk Reduction (UNDRR) component was launched on 22 March 2022. The objective of this component is to improve Disaster Risk Reduction (DRR) understanding and governance capacities of the island states of Comoros, Madagascar, Mauritius, and Seychelles through activities that aim at:
- Improving the national institutional and operational preparedness for disasters.
- Assessing, improving, and developing national policies and regulatory frameworks on DRR

Disaster Risk Reduction Communication and Sensitization Strategy for Comoros, Madagascar, Mauritius, Seychelles
The objective of this strategy is to improve awareness and deepen understanding of disaster risk reduction, so that in the long-term risk be taken into consideration at every level of society and in all key decision-making.
This strategy privileges the appropriation by the community. Networks of local leaders, advocates and influencers on the ground will have the autonomy to own the story they are telling, and the flexibility to adapt it to different demographics and cultures across the four countries.
The strategy also includes guidance to develop a call to action so that local community can be actively part of improving awareness and disaster preparedness promotion through collective action.
Key message framework
The following key message framework will support these groups in implementing the communication strategy:
1. Know your risk
2. Act on risk
Before a hazard emerges
- Prevent
- Adapt to changing conditions
- Be prepared
When a hazard emerges
- Stay informed
- Activate your preparedness plan and ensure no one is left behind
3. Act together
