La población del planeta se encuentra en un proceso acelerado de crecimiento, no sólo en cuanto al número de habitantes sino también en cuanto al consumo de recursos y la necesidad, cada vez mayor, en el número y tipo de infraestructuras. El aumento demográfico y la urbanización generalizada se concentra con mayor intensidad en núcleos urbanos que, en los casos más extremos, llegan a convertirse en grandes megalópolis difícilmente gestionables.
Uno de los principales problemas de las concentraciones urbanas actuales es la gestión de los riesgos a los que se encuentran sometidas, por las amenazas climáticas, geológicas/geomorfológicas, o atropogénicas. Su escasa capacidad para afrontar el impacto de inundaciones, seísmos, accidentes industriales o cualquier otro tipo de evento potencialmente dañino constituye un complejo tejido de dificultades que condicionan severamente su desarrollo en un sentido amplio. En realidad una muestra evidente de la falta de adaptación al medio en el que se encuentran, tanto desde una perspectiva ambiental como socioeconómica.
El curso trata de aportar respuestas a algunas de las cuestiones más generales del gran reto que supone la reducción de riesgos de desastre en las áreas urbanas. El concepto clave entorno al que gira el curso es la resiliencia, es decir, la capacidad de una comunidad para responder y recuperarse después del impacto de un un evento extraordinario. La resiliencia se plantea como como concepto con una importante componente social que va mucho más allá de la visión clásica de una gestión de riesgos basada sólo en medidas estructurales, que se ha demostrado que no han resuelto los principales problemas planteados en este campo. Además, se explican los principales fundamentos de las amenazas y las técnicas y herramientas necesarias para contribuir a la reducción del riesgo los desastres.
Objetivos:
- Concienciar sobre los nuevos enfoques de Reducción de los riesgos de desastre y la resiliencia.
- Comprender y saber utilizar los conceptos vinculados al riesgo.
- Poder identificar y evaluar los riesgos, con atención a la escala local.
- Adquirir los conocimientos fundamentales vinculados a las principales amenazas.
- Conocer las principales herramientas, e instrumentos de planificación y gestión.
