The purpose of the Africa Climate Change Resilience Alliance is to increase the use of evidence by the government of Mozambique and other development and humanitarian actors, (specifically consortium agencies and their networks, including ECB), in developing and implementing policies and interventions that improve poor people's resilience to climate change.
Main responsibilities
Under the overall supervision and guidance of the Consortium International Programme Coordinator, the Mozambique programme coordinator will have overall responsibility for ensuring the timely implementation of activities according to the programme document and work plan. The programme will run for 1 year, with a possibility of extension should further funding be secured. Among others, the national coordinator will:
- Ensure the project is implemented in accordance with the overall three-country programme strategy and plans
- Build strong relationships with government counterparts for the successful implementation of the programme
- Develop and manage relationships across the diverse cultures of the consortium
- Ensure that the project is implemented in a consultative, inclusive and participative manner
- Manage the development of project strategy, plans and service agreements, (including project and methodology selection, staffing and financial management models), between all parties and the donor within the overall programme framework
- Develop a solid understanding of the DRR, climate change adaptation, and sustainable livelihoods sectors in Mozambique and deliver high-quality analyses of policy and practice in these areas
- Support the consortium members and ODI on the delivery of research and advocacy with government officials, UN agencies and other external actors to achieve programme objectives
- Encourage the design of unique, innovative and experimental solutions to complex problems across the multiple technical disciplines encompassed by DRR and climate change adaptation, using judgement to manage risks to the programmes success
- Ensure that gender equity is fully taken into account in all aspects of the programme analysis, design and implementation
- Manage project learning processes, as well as the production of relevant documentation
- Ensure that the programme delivers to, and meets, the requirements of the consortium members and DfID’s monitoring, reporting, accountability and other programme quality standards
- Represent the project both internally and externally: present at meetings and conferences, build strong relationships with key stakeholders
- Ensure regular communication of programme progress to all consortium members through regular teleconferences, meetings and workshops as necessary
- Ensure that programme learning is captured and shared internally across the consortium, with ECB and with other key learning networks in the region and globally
- Support the overall International Consortium Programme Coordinator on delivery of cross country activities and in ensuring synergy and cohesiveness of cross country programme activities
- Maintain an understanding of national, regional and international policy debates and processes on climate change and DRR
Child protection
- The post holder has to assume responsibilities in a way that reflects SCiMOZ commitment to child protection according to our "Child Protection Policy”
During emergency
- Promote child rights, contributing to they well-being and protection during emergency, guided by code of conduct of humanitarian principles
- During emergencies should facilitate the process of response to emergencies, giving priorities to all ones responsibilities in the area of finance, logistic, program and services
- Be ready to support Save the Children interventions to respond to emergencies and be able to travel to any part of the country if necessary
- Understanding and experience of programming and advocacy in the humanitarian and development sector, and in particular on disaster risk reduction, climate change adaptation, livelihoods and/or social protection, within the Mozambique context
- Proven record of policy development and developing and delivering advocacy that has demonstrably influenced governments, donors and other organisations and processes at a high level
- A proven record of designing, managing and reporting on complex programmes across dispersed locations successfully.
- Experience of managing and reporting on complex programme budgets across various cost-centres
- Experience of knowledge management and learning
- Practical experience of the integrating disaster risk reduction and/or climate change analysis into development, humanitarian or advocacy/campaigns work
Knowledge’s/Abilities
- Ability to develop and manage complex relationships and teams across a wide diversity of actors, technical areas and cultures towards meeting targets on time and within budget
- Ability to represent the programme externally in a clear and professional manner
- A highly motivated, self-starter, able to work equally well in isolation or as part of a team
- Ability to manage budgets and finances
- Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.

- Flexibility to adapt to constantly changing dynamics
- An understanding of research methodology and MEL- Monitoring, Evaluation and Learning – initiatives
- Fluent written and spoken English and Portuguese
- Knowledge of Microsoft Office
- Willingness to travel on short up-country visits and at short notice
