Field of activity:

Sustainable livelihoods have a high priority for Pacific Island communities and governments alike. They are central to current development policies including resource management and conservation, but also in emerging policies to meet threats such as climate change. The European Union (EU) is therefore assisting Pacific countries (PACP) through a new regional programme: Adapting to Climate Change and Sustainable Energy (ACSE).

The objectives of the ACSE programme are to enhance sustainable livelihoods in PACPs, to strengthen PACPs capacities for adapting to the adverse effects of climate change, and to enhance PACPs energy security at the national, provincial and local levels.

The objectives will be achieved by supporting the efforts of PACPs governments and empowering communities to increase their self-reliance and their ability to cope with the effects of climate change. Pacific countries involved are Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Republic of Marshall Islands, Nauru, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Timor- Leste, Tonga, Tuvalu and Vanuatu.

Your tasks:

You are responsible to advise Pacific Island countries in the area of your technical expertise. Your tasks are the following:

  • Providing specific advice to Pacific countries (PACP) and and implementing partners on social (including gender) and governance issues, monitoring and evaluation as well as information and knowledge management
  • Assisting in preparation, organization, facilitation, documentation and follow-up on sub-regional workshops, project planning workshops and steering committee meetings
  • Developing and providing training to PACPs on social, gender and economic analysis, monitoring and evaluation as well as information and knowledge management
  • Coordinating the implementation of the programme information and knowledge management framework and communications strategy
  • Providing technical backstopping support to PACPs in the area of monitoring and evaluation and information and knowledge management
  • Regularly liaising and communicating with PACP governments, in-country coordinators and partners on project implementation
  • Assisting in preparing documents and reports on the progress of project implementations, including the submission of annual progress reports to the regional steering committee
  • Collaborating closely with EU, CCCPIR (Coping with Climate Change in the Pacific Islands Region Programme) and with representatives of other CROP agencies
  • Promoting the role of the EU for climate change adaptation and sustainable energy in the Pacific Island Region

You will be part of a team of Climate Experts, specialized in food security & livelihoods, integrated coastal management, civil engineering and renewable energy.

Your profile:

  • University degree in Social Science or a relevant discipline
  • Longstanding relevant work experience in programme management, information and knowledge management and monitoring and evaluation
  • Strong technical advisory, consultation, analytical and problem solving skills
  • Demonstrated knowledge and experience with project cycle management and logical framework
  • Knowledge and understanding of climate change impacts and adaptation
  • Experience cooperating with governments, development partners and non-governmental organizations, preferably in the Pacific island region
  • Demonstrated excellent oral and written communications skills as well as excellent team building and interpersonal skills
  • Fluent English knowledge, good knowledge in German is an advantage
  • Experience with EU programmes is a definite asset
