Overall aim

Design and implement a household survey within the Europe Aid funded project “Building coastal resilience climate change adaptation project” (BCRCC) which is implemented by CARE International Indonesia and Raks Thai.

Background

The BCRCC project started on 01.02.2011 and will run for 36 months. The project aims for an increased resilience of coastal authorities and civil society organisations in Indonesia and Thailand to the negative impacts of climate change.

Two project objectives

- Firstly coastal authorities and civil society organisations are progressively integrating climate change adaptation into sub national development, environment and disaster risk reduction strategies and plans.
- Secondly coastal authorities and civil society organisations collaborate to design and implement innovative community based adaptation activities that reduce risks from coastal hazards.

The action consists of four components

1. Differential vulnerability to climate change is assessed in 20 coastal sub- districts in Indonesia and 16 coastal sub-districts in Thailand.
- Activities will include participatory climate vulnerability and capacity analysis (CVCA), a participatory learning process and other baseline studies.

2. Capacity of different stakeholders to integrate climate change adaptation activities in sub-national development, environment and disaster risk management strategies and plans is enhanced in the coastal regions.
- Activities will include assisting local authorities in application of the CVCA tool for further assessments, training on integration of climate change in planning and budgeting process, assist governments to plan and implement adaptation projects and mainstreaming of the action through government budget and planning.

3. Capacity of different stakeholders to develop and implement sustainable community-based adaptation activities has been strengthened in 3 provinces in Thailand and 4 districts in Indonesia.
- Activities will include workshops to strengthen localised adaption strategies, selection of priority actions and development of Monitoring and Evaluation tools.

4. Regional network of coastal climate change adaptation practitioners are established among stakeholders in 5 countries in the Asian region.
- Activities will include development of an electronically platform, organising of inter country cross visits between stakeholders and organisation of an international conference.

Within component 1 the impact of climate change on coastal communities in 20 sub districts (2 villages per sub-district) in Southern Sulawesi and 16 sub districts in Southern Thailand will be assessed.

CARE International in consultation with partner organizations, academic institutions and local NGOs has developed a set of instruments for Climate Change Adaptation and inclusion of climate change aspects into local planning. In particular CARE has developed a methodology for Climate Change Vulnerability Assessment (CVCA) which will be used to collect qualitative data. This assessment will be conducted by Raks Thai, CARE Indonesia and local partners.

In addition, with this assignment, a household survey will collect quantitative data to assess the current livelihood situation in the target villages and produce a baseline from which progress and achievement in relation to project indicators can be measured.

Objectives

- To design a quantitative household survey which is complementary to the CARE tool “Climate vulnerability and Capacity assessment” (CVCA) and produces baseline data from which change/Impact in relation to project indicators can be measured
- To assess the current livelihood situation in target villages to assist in directing program activities
- To develop a methodology that can be easily replicated for future monitoring and evaluations, so that genuine comparison in change can be made over time and impact measured.

Outputs and deliverables

- Household survey in consultation with CARE International Indonesia/ Raks Thai staff. The survey must be designed in relation to the project logframe indicators and take into account the results of the CVCA conducted by CARE staff and partners (CVCA results planning to be available by the of October)
- Basic training tools for local consultants
- Undertake analysis of collected data
- Produce one comprehensive report, including timely drafts (see time line below).

Qualifications

- Extensive experience with baseline survey design and enumeration, dealing with climate change adaptation issues.
- Familiar with the conditions in Southern Thailand and South Sulawesi, Thai and/or Bahasa Indonesia language skills will be a strong advantage.
- Strong English writing skills as evidenced by published or circulated documents (examples should be provided in the bid).
