Background

Aga Khan Planning and Building Service, Pakistan (AKPBS,P) works to improve the built environment, particularly housing design and construction, natural hazard mitigation, environmental sanitation, water supplies and other living conditions. AKPBS,P achieves these goals through the provision of material and technical assistance and construction management services for rural and urban areas. AKPBS,P seeks services of an individual or firm to fulfill the following requirements.

Objective of Consultancy


The main objective of this consultancy is to critically review of nationwide existing EE&EQ related strategies for the implementation of proposed building codes/ construction laws and practices proposed for adoption in future plans through legislation in the context of Gilgit-Baltistan &Chitral.

Scope of Consultancy

On the bases of EE & EQ related building codes and construction standards proposed for adoption in the context of GB&C, this consultancy will draft a bill to introduce the proposal to GB-Legislative Council for its formal legislation and enactment from Pakistan Engineering Council. The scope of bill of strategy document and action plan developed for implementation of proposed building codes and construction standards will be based on the following specific tasks, but is not limited to:

• Review existing EE&EQ products related strategies and standards for the construction of buildings (if available).
• Hold meetings with key stakeholders (GoP Line Departments and NGOs) involved in construction to collect information on their future local, rural and regional plans of construction to incorporate EE&EQ products in the new constructions
• Develop a proposal of guidelines on the bases of earthquake resistance and thermal efficiency related standards proposed by the International Consultant, to help adopting best practices and bridging gaps through introducing most appropriate building codes in future regional and rural development plan
• Stakeholders consultation on the strategy document and action plan for implementation of building codes and construction standards guidelines developed for incorporation in building codes
• Develop an action plan for implementation and a proposal to submit/presented to GB Legislation Council enforcement adoption of most appropriate building codes and construction standards proposed in the future regional and rural development plan

The ideal candidate should preferably have a bachelor degree in Civil Engineering or Architect with an experience in developing bills for legislation or a candidate having a degree in Law with experience of building related laws and regulation. A professional engineer having with a degree in law will be an additional advantage.
