Under the direct supervision of the Chief of the Branch, and in close coordination with Regional, Sub- Regional and Country Offices, the Capacity Development Adviser will lead a capacity assessment to determine needs and priorities for capacity development is support of mainstreaming emergency preparedness and humanitarian response at headquarters, regional, sub-regional and country offices.

Deliverables

• Capacity development assessment framework and related data collection instruments;
• Assessment of capacity of concerned divisions/branches at HQ, ROs and Cos to take on new roles and responsibilities – technically as well as operationally, including but not limited to:
- Contingency planning and preparedness, including capacity to do situational analyses;
- Emergency procurement, inventory management and logistics;
- Resource mobilization and emergency funding mechanisms such as Emergency funding and the CERF and CAP processes;
- Participation in clusters and coordination of sub-cluster;
- Strengthening the capacity of partners of all level in disaster risk reduction;
- Production, utilization and dissemination of quality demographic data on population dynamics, youth, gender and SRH, in humanitarian programming;
- Planning, implementing and monitoring prevention programmes to reduce the transmission of STIs and HIV in humanitarian settings;
- Implementation of international agreements, national legislation and policies in support of gender equality and reproductive rights in humanitarian settings.
• Map of the current humanitarian architecture of UNFPA at HQ, RO, SRO and Country Office, including technical support fielded through rosters such as GenCap, ProCap, etc., hosted by UNFPA, identifying gaps and way forward;
• User-friendly database for easy reference/retrieval of UNFPA and partner staff trained by HRB, including collecting and collating data on these participants in various capacity building/training activities delivered by HRB between January 2010 and January 2012 (to contribute to the UNFPA surge roster);
• Capacity development plan.

Job requirements

• Advanced university degree in organizational development and/or combined with experience (professional and/or academic) in disaster preparedness and emergency responses;
• 10 years of relevant professional experience working in difficult environments and in emergency responses;
• Organizational and institutional development particularly as relates to disaster preparedness and emergency responses;
• Technical expertise in organizational development and capacity assessments;
• Familiarity with IASC and other humanitarian coordination mechanisms, guiding principles and standards;
• Knowledge of ICPD and other UN global conferences and the Millennium Development Summit;
• Familiarity with the UN Transformative Agenda;
• Proficiency in current software applications
• Fluency in English; knowledge of another UN language an asset
