Overview

Currently seeking a Climate and Disaster Risk Financing Specialist for the anticipated USAID Support to the Coalition for Disaster Resilient Infrastructure (CDRI) program in India. This is a five year program. We are seeking someone who is motivated and eager to learn. This position would include the opportunity to receive mentoring and training from distinguished national and international experts in the field.

The position involves working within the Coalition for Disaster Resilient Infrastructure (https://cdri.world/), a partnership of national governments, UN agencies and programmes, multilateral development banks and financing mechanisms, the private sector, and knowledge institutions. CDRI aims to promote the resilience of new and existing infrastructure systems to climate and disaster risks in support of sustainable development.

We strongly prefer applicants living in India. The position will be embedded within the CDRI Secretariat in New Delhi, India and would be under contract to GeoHazards Society (GHS). More information on GHS is provided below. The position will require international travel when COVID-19 conditions permit. Objective of this Position

To conceptualize, initiate, design, and implement projects, technical support and research activities relating to climate and disaster risk financing of infrastructure sectors.

Role and Responsibilities

  • Lead the development of climate and disaster risk finance related projects and knowledge products in line with the aims of CDRI.
  • Identify and draw on relevant experience and innovation from countries in terms of financing and budgeting climate adaptation and DRR mainstreaming in infrastructure and diversifying funding streams – tools of different financing sources (ex-ante and ex-post, formal and informal, public and private), especially through strengthened Public Private Partnership (PPP) and innovative financing for climate resilience and DRR in infrastructure, and evidence in resultant resilience building at sub-national level.
  • Study global best practice and Innovation in climate and disaster risk finance and identity opportunities of adapting and transferring such practices in various contexts.
  • Examine institutional gaps and needs for the development of financial regulation of climate adaptation and disaster management funds worldwide.
  • Coordinate closely with government agencies, development partners, insurance companies and other relevant stakeholders concerning climate and disaster risk financing activities and maintain up- to-date information on their activities and programs.
  • Support projects of CDRI from a risk financing and risk transfer lens.
  • Develop linkages with national and international institutions of excellence working on issues related to climate and disaster risk financing.
  • Development and dissemination of a repertoire of risk financing/ guidance products.

Qualifications

Post-Graduate qualification in Actuarial Sciences, Economics, Commerce, Financial Management, or Business Administration, with specialization in Finance. PhD in a relevant subject will be preferred.

Experience

10-15 years of overall experience with at least 4 years of leadership in Climate Finance / Disaster Risk Finance/ Insurance regulatory organization/ Insurance sector/ Microfinance sector.

Compensation

Compensation will be commensurate with experience and qualifications. The position is contingent upon GHI-GHS being selected for an award. This position and level of compensation is subject to and contingent upon USAID approval of candidates put forth for consideration by GHS.
