Purpose and Objectives:

About Asian Disaster Preparedness Center:

Asian Disaster Preparedness Center (ADPC) is an autonomous international organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with governments, development partners, international organizations, NGOs, civil society, private sector, media, and other key stakeholders. Established in 1986 as a technical capacity-building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas. ADPC has over 100 staff from 19 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner. ADPC is a competent regional resource center and has seven thematic departments: ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, Geospatial Information. These are supported by Finance, Human Resources and Administration, and Strategic Planning departments. In addition to the departments, ADPC works on three cross-cutting themes: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation through permanent working committees. About Urban Resilience Department:

The Urban Resilience (URR) Department of ADPC assists cities and urban communities in Asia and the Pacific in managing and mitigating urban disaster risks. It works towards enabling people, institutions, businesses, and systems in urban areas to have a greater capacity to prepare, respond, adapt, and thrive despite stresses and shocks.

Urban Resilience to Climate Extremes in Southeast Asia (URCE) Program:

ADPC with financial support from the Norwegian Agency for Development Cooperation (Norad) is implementing a five-year program, titled “Urban Resilience to Climate Extremes in Southeast Asia” (URCE). URCE program goal is to build resilient communities in deltaic and coastal urban areas and strengthen the resilience of the urban systems and urban communities to the current and emerging climate extremes, disasters and emergencies that are anticipated in the deltaic and coastal cities in Southeast Asia.

This five-year program duration is from 1 November 2018 to 31 December 2023 The program is implemented in two cities of Viet Nam, namely, My Tho City (Tien Giang province) and Nam Dinh City (Nam Dinh Province) through its five outcomes and also actively promotes learning and exchange with other countries in Asia and the Pacific through several regional level endeavors under the program. URCE program goal will be fulfilled by achieving the following primary outcomes:

  • Outcome 1: Improved multi-hazard early warning systems and risk knowledge on climate extremes.
  • Outcome 2: Strengthened urban community readiness and local preparedness.
  • Outcome 3: Improved urban sectoral preparedness and emergency response.
  • Outcome 4: Strengthened urban risk governance systems for dealing with emerging climate extremes and emergencies.
  • Outcome 5: Improved knowledge and awareness on building urban climate resilience for extremes through Regional and National events and forums.

Statement of Intent:

  • ADPC is in the process to hire a Communication Consultant to systematically document the learnings and evidence generated under each Outcome (Outcome 1 to 5) of URCE program and produce a program completion document (coffee table book) for entire program and separate for each outcome (Outcome 1 to 5).
  • The objective of the consultancy is to increase the overall visibility of the program and its achievements through these program completion documents.
  • Communication Consultant will also compile impactful stories in English (minimum 5 stories) that showcases increased resilience of target cities through URCE program interventions. Each impact story to be no more than a page and illustrated with infographics.
  • Template for documents (coffee book table) to be agreed in consultation with ADPC.

Expected Outputs:

  • An inception report with detailed work plan from June to November 2023.
  • High-quality program level document (coffee table book) for the entire program.
  • High-quality outcome-level document (coffee table book) for each outcome (Outcome 1 to 5).

Responsibilities and Tasks:

  • Communication Consultant will collect and collate all relevant information from Outcome Leads to produce high-quality program level document (coffee table book format) for the entire URCE program and separate for each outcome (Outcome 1 to 5).
  • Communication Consultant will design, develop and produce a high-quality program level document (coffee table book format) for the entire URCE program.
  • Communication Consultant will also produce high-quality outcome-level documents (coffee table book format) separate for each outcome (Outcome 1 to 5).

Working Principles:

  • Communications Consultant will report to the Director of the Urban Resilience Department and work closely with the Urban Governance Specialist, and Outcome Leads of the URCE program.

Qualifications:

Communication Consultant should have the following qualifications:

  • A master's degree in communication, journalism, public relations, international development marketing, or a related field.
  • Minimum 10 years of professional experience; 8 years of which in developing high-quality communications and outreach products.
  • A solid experience in the areas of strategic communications, marketing, journalism, digital communication, management, and planning.
  • Demonstrated experience in developing and implementing communication strategies for organizations.
  • Strong English writing, editing, and proofreading skills.
  • Excellent interpersonal and relationship-building skills.
  • Familiarity with a range of communication channels and tools, including social media, email marketing, and web content management systems.
  • Knowledge of monitoring and evaluation principles and tools.
  • Experience working in Southeast Asia is an asset.

Duty Station: Home-based

Duration: 15 May 2023 to 15 November 2023 (06 Months)

Condition of payment:

Payments will be made based on the completion of each output, as per the payment schedule agreed by the Consultant and the ADPC.

All payments will be credited to the bank account given by the Consultant.
