Background:

The Asian Disaster Preparedness Center (ADPC) has been engaged by the French Red Cross to provide technical service for the development of CBDRR common framework for Myanmar Red Cross Society (MRCS). The CBDRR Common Framework applicable to Myanmar in multi hazard risk scenario would include the following;

  • CBDRR Practice Case Studies.
  • CBDRR Step-by-Step Methodology.
  • CBDRR Manual/Operational Handbook.
  • CBDRR Training Modules.
  • CBDRR Awareness Tool Box (including IEC materials).


Such tools and methodologies would focus the approach of Red Cross model of CBDRM/CBDRR in Myanmar and endorsed by MRCS and shared with all its partners. The Asian Disaster Preparedness Center (ADPC) aims at a longer-term programmatic approach towards standardization of CBDRM to ensure that the commonly agreed tools and methodologies are solidly embedded into the ongoing and future CBDRM activities by MRCS. ADPC would bring its expertise of CBDRM but focus on the Red Cross model and act as a facilitator to build capacities within MRCS during the adaptation process as well as assist MRCS in implementing it in future.

As the situation in Myanmar is evolving, and because multiple stakeholders are involved in the process of developing the Common Framework, ADPC proposes to implement the activities in two Phases (two contracts).

Phase I includes
:

  • Documentation of CBDRR Practice Case Studies
  • National Lessons Learning Workshop on CBDRR Practices
  • Identification of a Draft Minimum Package of Activities
  • National Workshop on the Minimum Package of Activities

Phase II includes:

  • Standardization of CBDRR Methodologies and Tools
  • Workshop to review CBDRR Methodologies and Tools
  • Design of Common Framework for CBDRR
  • Endorsement by the MRCS Governance
  • Dissemination of Common Framework

Status of the CBDRR National Coordinator

The CBDRR National Coordinator will work under the direct supervision ADPC and report to the DRMS Head of Department. However, he/she will sit at the Myanmar Red Cross Society (MRCS) office in Yangon under an agreed day to day reporting mechanism. The assignment has a coordination board in place.

Roles and Responsibilities:

The CBDRR National Coordinator is a temporary position to provide support to the CBDRM assignment.

Core Responsibilities:

  • Assist the project team in carrying out the activities as listed in Annex-1 . These include:
  1. Documentation of CBDRR Practice Case Studies
  2. National Lessons Learning Workshop on CBDRR Practices
  3. Identification of a Draft Minimum Package of Activities
  4. National Workshop on the Minimum Package of Activities
  • Work with all MRCS divisions and especially with the DM division. It will also collaborate with the in-country Red Cross Movement partners and with the DRR working group.
  • Plan in consultation with the assignment coordination board and under the guidance of ADPC assignment team leader and implement each step of the process in close coordination with the DM Division as focal point and other divisions as support.
  • Prepare report and documentation for workshop/trainings in consultation with the assignment focal point (from the coordination board) for ADPC
  • Under take field visit as necessary

 Requirement:

A. Education Qualification and Work Experience

  • Bachelor or Master Degree in development studies with preferred knowledge on disaster management issues etc.
  • Proven skills in coordinating and communicating between multiple partners
  • Skills as well as in writing and documentation
  • Flexibility to handle multiple streams of work and to take initiative where needed

B. Practical Knowledge

  • Project planning and execution
  • Partnership building and networking

C. Work Attitude

  • Strong desire to learn and contribute to the development and implementation of to project/programs in Myanmar
  • Neutrality towards work functions
  • Team Player, excellent interpersonal skills and elements to lead a team in multi cultural environment
  • Undertake new challenges; be a creative problem-solver
  • Willing to frequently travel
