Background:

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization with 190 member National Societies. The Secretariat of the International Federation of Red Cross and Red Crescent Societies (IFRC) is organized in business groups: five Regional offices, one of which is the Americas. Americas Regional office supports Americas National Societies to increase humanitarian and development standards, helping them to remain relevant within their country and sustainable and accountable for their actions, guided by the implementation of strategy 2020.

The Urban Risk and Community Resilience Unit within the Americas covers the following areas: Social Inclusion: violence prevention, migration; Health: non-communicable diseases, communicable diseases, water and sanitation, first aid, food security; Disaster Risk Reduction: disaster preparedness, mitigation, early warning, climate change, community resilience, livelihood, development housing. The IFRC believes that the resilience of a community can only be enhanced and sustained by its National Society. It is the first responsibility of a National Society to be close to the population it is serving, beyond a duration of a project. Therefore, the IFRC role is to support and assist national societies in fulfilling their responsibilities.

In 2015 the IFRC has helped the NS in Haiti to position itself in front of its partners with a concept note on community resilience, has collected evidence of work within the movement that enhanced resilience and has developed a community resilience programming guide in order for the National Society to advise its partners on community resilience programming. Community Resilience was chosen by HRC as one of the key areas of focus in their strategic plan 2016 -2020. This indicates the dedication of HRC towards the Community Resilience approach and the value that HRC sees in it. In 2016 the scope of the IFRC in Haiti will include Cuba and the Dominican Republic.

The achievements in Haiti shall also serve Cuba and the Dominican Republic, and a culture of cross border learning shall be fostered. Hence the role of the community resilience delegate will be to facilitate this process and provide services to all three countries.

The position is located in the Country Cluster Support Team in Haiti - covering Haiti, the Dominican Republic and Cuba- and reports directly to the Head of Country Cluster Support Team. The Community Resilience Delegate is responsible for ensuring that the Country Cluster Support Team are provided with the information and support required to mainstream and enhance resilience in the three countries within and between the Federation and other Red Cross and Red Crescent movement components as a whole.

Job purpose:

The purpose of this Job is to support the National Societies of Haiti, Cuba and the Dominican Republic to implement the IFRC Community Resilience Framework and participate in global initiatives such as the One Billion Coalition.

The Community Resilience Delegate will support the National Societies to disseminate the Community Resilience approach internally and among external partners and help in mainstreaming it into all NS programs and projects. Furthermore, the role of the Community Resilience Delegate will be to enhance cross border learning and innovation of the national societies in the Dominican Republic, Cuba and Haiti.

Job duties and responsibilities:

Support the Haitian, Cuban and Dominican Republic Red Cross Societies:

  • Provide technical support on issues regarding the implementation of IFRC initiatives such as the One Billion Coalition for Resilience.
  • Ensure that NS has consistent coordination between ICRC, IFRC and PNS' regarding the implementation of the community resilience framework.
  • Support the participation of the NS' in regional coordination activities, including annual planning meetings, reporting and other events with a special focus on Cuba and the Dominican Republic.
  • Support the development of new projects and programs of PNS' and HRC to ensure they are in line with HRC concept note on community resilience and HRC Strategy .
  • Contribute to the global operational research and knowledge management agenda on community resilience and disaster risk reduction by linking in-country actions to global and regional initiatives.
  • Support on positioning partnerships internally and externally, and pro-actively promote and present on learning, outcomes and impact.
  • Promote learning between movement partners and external humanitarian and private actors such as Civil Protection, Health Services, UN-Agencies, CBO, NGO, INGO, Universities and the private sector in Haiti, Cuba and the Dominican Republic.

Support the IFRC Community Resilience Initiatives:

  • Provide technical support to the National Societies in the development of community resilience showcases to be shared in the region.
  • In close coordination with the communications department, develop a strategy to promote community resilience programming in Haiti, Cuba and the Dominican Republic.
  • Coordinate with the IFRC regional office in Panama, lessons learned and data to feed into the development process of regional processes.
  • Provide support to National Societies of Haiti, Cuba and the Dominican Republic to develop resilience and disaster risk reduction programmes.
  • Promote the NS participation in existing regional-level coordination structures .
  • Provide technical support in the usage of the Community Resilience Guide which is currently under development in Geneva and ensure Movement partners are fit to use it in their programming initiatives.

Requirements

Education:

Required

Bachelor´s degree or higher in development or similar field.

Experience:

Required

  • 3 years professional experience in disaster risk reduction or resilience
  • Experience of proposal and report-writing, developing and managing a budget

Preferred

  • Experience of working for the Red Cross/Red Crescent
  • Experience of working for a humanitarian aid organisation in developing countries
  • Experience of management and supervision of staff
  • Experience of managing partnerships with multiple stakeholders

Knowledge, skills and languages:

Required

  • Self-supporting in computers
  • Coordination and partner relationship building
  • Skills in training and developing staff capacity
  • Excellent skills in networking with other agencies and organisations
  • Fluently spoken and written English, French and Spanish

Preferred

Good knowledge of Haitian Creole
