Expert to assist with Operationalistion of the IGAD Disaster Relief Fund (IDRF) - Individual consultancy assignment (Ref. No. ICPAC/17/ICS/03) – re-advertisement

Name of the Project: Building Resilience through Disaster Risk Management and Climate Change Adaptation 

The IGAD Climate Predictions and Application Center has received financing from the European Union through the World Bank toward the cost of the Building Resilience through Disaster Risk Management and Climate Change Adaptation Project and intends to apply part of the proceeds for consulting services.

The consulting service include hiring of an individual consultant "to assist with Operationalistion of the IGAD Disaster Relief Fund".

Objective of the consultancy assignment

The specific objective of the consultancy assignment or the main deliverable is the Operationalisation of the IGAD Disaster Response Fund (IDRF) through a comprehensive proposal for resource mobilization mechanism for IDRF based on engaging the three main sources of resource mobilization identified by the IDRF establishment document.

Expected output to be delivered

The expected outputs to be delivered by the Consultant to arrive at the main deliverable will include:

  1. A proposed methodology and work plan to carry out the assignment on time and budget
  2. A summary of good practices from across the world that would inform the development of a practical fundraising mechanism for IDRF on a sustainable basis.
  3. A roadmap on raising funds from IGAD member states emerging from efforts of engaging various national institutions at high level.
  4. Engaging development partners for raising funds from them and obtain commitment in monetary terms.
  5. Explore the involvement of the private sector for potential fund raising
  6. Present a draft comprehensive proposal for resource mobilization mechanism at a Regional Validation workshop and produce brief workshop report.
  7. Produce terminal report.

Geographic area of the assignment

The assignment is expected to be carried out covering IGAD member states.

The IGAD Climate Prediction and Application Center now invites eligible individual Consultants to indicate their interest in providing the service.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 1.9 of Consultant Guidelines.

The World Bank policy requires that consultants provide professional, objective, and impartial advice and at all times hold the client's interests’ paramount, without any consideration for future work, and strictly avoid conflicts with other assignments or their own corporate interests. Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients or that may place them in a position of not being able to carry out the assignment in the best interest of the recipient.

A consultant will be selected in accordance with Section V. Selection of Individual consultants set out in the Consultant Guideline.

Qualification and Experience Requirement

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Minimum Qualifications

  • Masters/MBA or higher degree in Social Sciences, Disaster Management and/or Disaster Risk Management and related fields

General Work Experiences

  • At least 10 years of experience in areas of humanitarian emergencies and related fund-raising, engagement of decision-makers at high level within international development and humanitarian agencies, the state and possibly in the private sector

Specific Professional Experience

  • Proven track record and experience in mobilization of resources and fund-raising from multiple sources
  • Excellent interpersonal skills demonstrated by the ability to lead and gain support and cooperation of others by establishing effective working relationships across organizational and country boundaries including government officials, bilateral and multilateral agencies and NGOs at senior level
  • Analytical, with track record of writing and editing complex research reports in clear and concise English
  • Exposure to DRM and CCA practices will be an asset
  • Knowledge of the IGAD/ICPAC region and the working of institutions of the member states is a strong advantage

Language Requirements

  • Fluency in English, speaking, and writing and working knowledge of French is an advantage

Duration of the assignment

The duration of the assignment shall be 12 (twelve) months and it should be conducted at ICPAC Secretariat in Nairobi, Kenya.
