Background and scope of work:
The DMS team in ADPC is undertaking a 3- year project, (FEMS), Component 4 of Mekong River Commissions Flood Management and Mitigation Program (FMMP). This is being done in partnership with MRC and with funding support from Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH, in An Giang Province (Tan Chau & Chau Thanh districts) and Dong Thap Province (Tang Hong & Thanh Binh districts). These programs require working with the National Disaster Management Offices, selected line ministries, local authorities and DIPECHO partners in the South East Asian countries in order to promote the adoption and application of local and community based approaches to disaster risk reduction.
Working in conjunction with the existing ADPC team in An Giang and the DMS Team Leader, Program Manager and Project Managers, the consultant will undertake FEMS activity follow up work; conduct public awareness programs and campaigns; provide support in implementation of Flood Preparedness Programs; submit regular reports to DMS managers in Bangkok; facilitate communication with national agencies in Vietnam and coordinate and organize delivery of training courses in Vietnam.
Pre- requisites:
- The consultant should preferably have 2-4 years of experience working in the field of disaster management, water resource management, development, humanities or related areas and should have experience dealing with Governments and NGO’s.
- Ability to demonstrate competency in management of finances, computer programs and information technology skills will also contribute to the consultant’s suitability.
