Delivery of six planning workshops for Governorates Emergency Cells (GECs) Objectives

The main objective of DRC’s Iraq programme is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights. DRC focuses primarily on: Protection, Shelter, Self-Reliance and Emergency Distributions. The main objective of this consultancy is to provide trainings and technical assistance to the GECs in terms of emergency preparedness and humanitarian coordination.

Background

In early 2007 DRC recognised that one of the key gaps in providing protection services was the capacity of the local governments to provide assistance when faced with an emergency. In late 2007, DRC designed a programme under which training, technical support and coaching will be provided to the various GECs. The GEC is a “governmental humanitarian coordination body” composed of representatives of the Governor, the Governorate Council and the line ministries and/or governmental departments involved in emergency preparedness and response. The GEC mandate is designed to cover emergency preparedness, coordination of humanitarian assistance, and to a lesser extent disaster risk reduction.

Below is a summary of GEC role:
• Before the emergency situation:
- Preparation of contingency plans
- Raising awareness (civil servants and general public)
- Follow-up on the preparedness measures due to be implemented by each ministry/department
- Monitoring potential emergency situations and adjusting contingency plans as necessary

During the emergency situation

• Coordination of humanitarian efforts and delivery of assistance 
• Centralized communication with third parties (central government, international aid agencies, UN, national NGOs, media/general public)

After the emergency situation

• Evaluation of the contingency plan on the implementation of the preparedness measures and their effectiveness
• Adjustment of the plan as necessary

Duties

• Plan, prepare and deliver 6 planning workshops for Muthanna, Qaddissiyah, Najaf, Salah alDin, Ninewa and Anbar Governorate Emergency Cells (GESs). Planning workshops should be focused on basic principles of emergency response and Disaster Risk Reduction mechanisms in accordance with international standards and recommendations for an effective/practical GEC. Duration of each workshop should not exceed 2 days.
• Provide written comments on the above mentioned planning workshops and recommendations on new GECs capacity building plans
• Provide guidance and coaching to new 6 GEC on development of contingency plans for the 6 mentioned governorates.
• Deliver 1 ToT training for 3 DRC staff members prior to the first workshop.

Qualifications

• Extensive Proven experience in capacity building projects, including coaching and technical assistance
• Significant experience of overseas works in complex, protracted as well as security challenging environment with NGOs, UN or other relief and development agencies
• Excellent knowledge of the situation in Iraq (political, security…etc.)
• Proven experience in displacement issues (preferably in Iraq and other contexts)
• Familiar with distance management constraints

Conditions

• Language: Arabic, however teams of consultants can be considered (English and Arabic)
