Background & Justification

Vulnerability to periodic natural disasters, mainly in the form of droughts and floods (mainly flash and associated landslides) is a long term concern. It is estimated that during 1974-2007, about 4 million Rwandans were affected by droughts and 2 million by floods. Given this high level of exposure of the country´s economy to natural disasters, it is paramount to note that national development strategies of Rwanda recognize natural disasters as a challenge and propose ways to move forward. In this regard, in close cooperation with the Ministry of Disaster Management and Refugee Affairs (MIDIMAR) and other relevant national counterparts, IOM is undertaking a capacity and needs assessment mission in Disaster Risk Reduction in the target districts of Southern and Western Rwanda Provinces. The joint proposed intervention is sought to assess the capacity and community needs, with emphasis on floods and landslides prone districts, as to propose local based intervention plan with key priority activities.

Qualification Required

- Advanced university degree in the area of disaster risk management or relevant field e.g. environmental monitoring and assessment;
- At least 5 years of experience in providing similar and/or related consultancy;
- Experience in coordination or project management;
- Specific relevant experience in the area of sociological and economic research, disaster risk; management, community development and social development fields;
- Experience in hazard and risk assessment;
- Proven experience on preparation of written reports in an accurate and concise manner, and public presentation skills;
- Experience in working with different stakeholders, including civil society organizations;
- Fluency in oral and written English, good command of French is desirable.
