Background

The Organisation 

Afghanaid is an international NGO, registered in the UK, specializing in Afghanistan since 1981. Afghanaid has been assisting and facilitating people-driven processes of recovery and development to address rights, entitlements and needs of Afghans in some of the most remote areas of the country for nearly three decades. Afghanaid’s Board of Trustees is based in the UK, together with its registered office. The Head Office is located in Kabul. Afghanaid works in four provinces, namely Badakhshan (north-eastern region), Samangan (northern region), Ghor (western region) and Nuristan (eastern region). 18 district offices and 4 provincial offices serve these provinces, which are well resourced with experienced and skilled Afghan women and men staff, with management support and technical guidance provided by a roving team of senior national and international managers based in Kabul. Afghanaid has over 400 staff members, 97% of them are Afghans. Afghanaid is mandated to facilitate and support Afghan women, men and children in their fight against poverty, inequality and vulnerability through a range of interventions, most supporting grass-roots and local level capacity development, facilitating local development processes, and institution building. Evidence of change from Afghanaid’s programme work leverages its national level advocacy and policy influencing work, which is embedded in its grassroots work. The evidence of the impact of Afghanaid’s work has earned it recognition, respect and identity with stakeholders within and outside the country. Afghanaid’s sectoral work includes Food Security; Agriculture and Livelihoods; Economic Development (Rural Savings & Financing, Market Access and Rural Enterprise); Community Physical Infrastructure; Water & Sanitation; Social Sector Development (Local Governance, Community Development, Education) and Humanitarian Response. All sectoral work is supported by cross cutting themes of gender equality and disaster risk reduction (DRR). Afghanaid is a rights-based learning organization that works with both right bearers and duty holders through grassroots programming and advocacy and policy initiatives at the micro, meso and macro levels.

The Project 

Afghanaid in partnership with European Commission Directorate General for Humanitarian Aid – DG ECHO has started implementation of a disaster risk reduction project in Badakhshan titled “Promoting and Strengthening Disaster Resilient Communities and Institutions in Afghanistan through Building Preparedness, Risk Reduction and Building Response Capacity”. The project aims to support communities, local institutions and schools to build their resilience to natural hazards in Afghanistan

The Consultancy Assignment

The primary purpose of the assignment is to develop capacity of Afghanid staff engaged in DRR and Village Rescue Teams in light search & rescue and emergency first aid, Fire fighting. In this regard, the consultant will understake following specific tasks;

- Conduct Training of Trainers (ToT) in Light Search & Rescue, Emergency First Aid, and Fire Fighting (at basic and community level) for selected Afghanaid DRR Trainers.
- Guide DRR Trainers in actual implementation of training (ToT) in at least three CDCs.
- Train DRR Trainers in conducting mock drills and simulation exercises with community and schools for emergency response.

Methodology

The resource person (s) will cover the following (but not limited to) specific components/topics in trainings. The main training methodology should be in combination of both theory and practical, however, 70% should be practical demonstration and exercise involving participants. 

- Development of contents, lesson plan and methodology including the pre and post test/evaluation
- Prepare schedule of the training clearly indicating the dates, time, locations and number of participants for each session
- Light Search & Rescue: Basic principles, Rope Management, Water Rescue, Snow rescue, rescue from collapse structures (Masonry and non engineered buildings) due to earthquake etc.
- Emergency First Aid: Basic life support, Fractures & Injuries, Dressing & bandaging, Wounds & Bleeding, casualty handling and transportation, Water drowning, Frost bite etc.
- Fire Fighting: Basic concepts and principles, extinguishing techniques, Use of Fire extinguishers etc.
- Submit report on the training through an analysis of the methodology used in the training, the evaluation/assessment of the usefulness of the training and recommendations 

Evaluation Timeframe and Duration

The assignment will commence from 15 November 2011. 
The resource person will include following specific activities in the assignment and will indicate in their proposal number of days they propose for each activity to be discussed and agreed with Afghanaid. 

Activities:
- Conducting a ToT in Search & Rescue and Emergency First Aid: 8 days
- Implementation of three trainings in CDCs (one training is of 6 days including SAR, FA, and FF): 18 days
- De-briefing in Fayzabad, Badakhshan: 1 day
- Travel time – local and international: 4 days
- Brief training report: 1 day
- Total: 32 days

Reporting Line

Resource person (s) will report directly to: 

- Afghanaid DIPECHO Project Manager
- Afghanaid DRR Specialist 

Required Expertise 

- Hands on experience of at least 6-8 years in search & rescue and emergency first aid.
- Sound knowledge and familiarity of mountain hazards and rough terrain
- Have received formal education or specialized trainings in search & rescue particularly rural SAR, water rescue, and snow rescue 
- Have qualified trainer in First Aid from recognized organization 
- Sound knowledge and experience in conducting trainings particularly for communities in villages 
- Experience in conducting simulation exercises and mock drills in rural/mountain settings 
- Previous work experience in Afghanistan will be added advantage 
- Familiarity with disaster risk reduction programmes 
- Speaking skill in Dari/Persian will be an asset
