The Consultant shall provide an independent assessment of the relevance, efficiency, effectiveness, impact, and sustainability of the project entitled “Capacity Building on Generation and Application of Downscaled Climate Change Projections”, which RIMES is implementing in Cambodia, Lao PDR, Myanmar, Pakistan, and Sri Lanka, with funding support from the ESCAP Trust Fund for Tsunami, Disaster and Climate Preparedness.

The Consultant shall also identify key lessons and propose recommendations for follow-up actions and for consideration in RIMES future program design, implementation, and management. The Terms of Reference for the work may be found here

Terms and Conditions

  • Daily rate is negotiable, commensurate with qualifications
  • Most economical direct route airfare from the Consultant’s base location to RIMES to the project countries and return
  • Reimbursable local travel, visa and terminal fees, and communication costs related to the assignment
  • UNDP-based accommodation and per diem rates
  • Travel insurance

Qualifications

Knowledge

Preferably Master’s degree in international development, development management, or other related field; familiarity with institutions and with early warning and disaster management systems in Cambodia, Lao PDR, Myanmar, Pakistan, and Sri Lanka.

Experience

At least 10 years experience in working with development organizations and donors; at least 5 years proven experience in project evaluation; demonstrated experience in research report writing and data presentation.

Skills and Abilities

Strong analytical / data analysis skills; excellent English communication skills.

Personal Qualities

Willingness and availability to travel to the countries.
