Background
The Asian Disaster Preparedness Center (ADPC) is an autonomous international with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with governments, development partners, international organizations, NGOs, civil society, private sector, media, and other key stakeholders. In addition to its headquarter in Bangkok, Thailand, ADPC currently has offices in Myanmar and other offices/representations in 9 additional countries.
Established in 1986 as a technical capacity building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas. With over 100 staff from 23 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for disaster risk reduction and climate resilience in an effective manner. ADPC is a competent regional resource center and has seven thematic departments: ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, Geospatial Information. These are supported by Finance, Human Resources and Administration and Strategic Planning departments. In addition to the departments, ADPC address three cross-cutting themes: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation through permanent working committees.
The Urban Resilience Department (URR) is engaging with Oxfam-GB with support from the Asian Development Bank in the ongoing project TA 9329-REG: Promoting Urban Climate Change Resilience in Selected Asian Cities (UCCRSA). The project has a specific focus in Yangon, Myanmar to support the urban poor communities, especially vulnerable groups, to improve their wellbeing despite the impacts of different disasters and climate change.
Scope of Services
The engineer will work for the Urban Resilience Department of ADPC and provide inputs to the “Building Resilient Urban Communities" (BRUC) Project, specifically overseeing the implementation of the Community-Led Project (CLP). The BRUC Project in Yangon is implemented by the Asian Disaster Preparedness Center and Oxfam-GB with funding from the Asian Development Bank. The project aims to support urban poor communities, especially vulnerable groups, to improve their wellbeing despite the impacts of different disasters and climate change.
Duties and Responsibilities:
In the context of the current global COVID-19 pandemic, the following duties may be modified to adapt to the local conditions and travel restrictions that may be in place during the course of the consultancy. This may require the consultant to develop templates and reporting mechanisms, whereby the local team in Yangon collects the relevant information for review and analysis by the consultant.
This consultancy requires both civil engineering expertise and the ability to liaison with local government and the community, in support of the Community Resilience Planning process particularly.
Specifically, this consultancy entails the identification and project management of a Community-Led Project (CLP). These responsibilities are detailed below:
- Conduct joint field visits with other relevant team members, as well as, community leaders, to assess the needs of the local community.
- Conduct a feasibility study analysis of the proposed project, including existing and planned natural and human resources in the targeted communities that may impact on proposed CLP.
- Contact key stakeholders in the selected community in coordination with the ADPC Community Resilience Specialist (CRO) in Yangon to explain CLP project objectives and to clarify potential areas of cooperation.
- Organize Focus Group Discussions with community structures and representatives of the local community (which consist of women, youth and other interested groups) in order to enable local communities to prioritize their needs and to tap into available resources.
- Prepare a draft project proposal and submit it to ADPC Headquarters for their feedback. The proposal should include objectives, activities, deliverables, timeline, budget and roles and responsibilities.
- Develop a draft technical design in AutoCAD and a project bill of quantities (BoQs), ensuring appropriate site adaptation. Coordinate with the relevant government entities on technical design specifications for the project.
- Coordinate the attainment of a letter of support from the relevant governmental entities (who will be responsible for providing the needed maintenance to the assisted facilities upon completion of the project).
- Finalize the following construction documentation:
1. A scope of services,
2. Feasibility study (if required),
3. Architectural plans,
4. Specifications,
5. Bills of Quantity,
6. Construction documents and drawings
7. Estimated costing that addresses the basic design elements of each site
- Prepare a project work plan; weekly progress report on the CLP project activities and share with CLP project officer and program manager.
- Coordinate with the administrative department responsible for procurement in ensuring that they have all the relevant technical information to complete an expeditious tendering process for the projects.
- Assist in ensuring design documents are technically complete and correct within the established design parameters; specifically Building Standards of the region.
- Prepare a training plan for the community-level project management team on technical issues related to project maintenance.
- Identify and mobilize skilled and unskilled workers from the local community in consultation with the local ADPC staff.
- Hold a meeting between the local authorities and the contractor to agree on a project work plan.
- Assist in establishing a project management team comprised of community members, local GAD representatives, and other relevant government departments and local ADPC staff.
- Coordinate the profiling of the community workers (if applicable) to ensure they are eligible for working on the CLP.
- Conduct regular field visits to the project site when in-country, and if appropriate have the government representatives accompany the site visit.
- Conduct site supervision, ensuring the project is consistent with technical specifications, meets minimum quality and safety control standards and is being implemented in line with the work plan.
- Prepare timely, accurate, regular, and well-written site reports for all projects being implemented under this ToR.
- Prepare certificates of Provisional Acceptance for construction works that have been completed.
- Assist the project team in providing a handover form, completed and signed by the government institution.
- Perform other duties assigned by Director Urban Resilience and as agreed by the consultant.
Time frame
The consultant will be engaged with the program from July 2020 to July 2021.
Deliverables
1. Report on CLP selection analysis and technical inputs into community resilience planning
2. A meeting notes from each meeting with stakeholders
3. Progress report on the CLP based on the community selection
4. Completed and endorsed construction documentation for the project site.
5. At least three site reports, one from each of the monitoring visits.
6. Workshop and training delivery as part of city and community level workshops
7. A final completion report for each project.
Required Qualifications and Specification:
- Burmese Nationality
- Bachelor Degree or a higher level in civil or construction engineering from an accredited university;
- At least 10 years of experience in supervising civil construction works, at least 5 of which was managing community-level infrastructure projects.
- Works well in a team with excellent communication skills
- Good understanding of urban resilience, disaster risk management, and climate adaptation
- Fluency in both spoken and written Burmese and English
- Willingness to frequently travel for project activities and corporate functions;
Technical Direction / Supervisor:
The Engineer would work directly with Project Manager and CRO with the supervision of the URR Department Director who will have the overall supervisory role for the project.
Period of Engagement: This is an output-based consultancy to be executed from July 2020 -July 2021. The estimated work inputs for this assignment approximately 70 days
Status and Location of Services: The Engineer will have the status of a Consultant home-based and will travel to the project activity site in Yangon, Myanmar as per the agreed travel schedule approved by the supervisor. There is no provision of any services to be delivered in the ADPC Office in Bangkok.
