Result of Service

  • Prepare a methodological proposal for the harmonization process to update the PGCIR and submit it to review and approval by the Executive Secretary of SE- CEPREDENAC.
  • Facilitating the consultation process of the PCGIR at national and regional level.
  • Systematization of the results of the consultations.
  • Preparation and presentation of the document of the updated PCGIR based on the results of the consultation process (workshops in each of the six countries of the region and community consultation), which also has been validated at the level of SE- CEPREDENAC and by the national focal points in each the countries of the region.
  • Presentation of the PCGIR to the consultative forum.

Duties and Responsibilities

Within limits of delegated authority, the consultant will be responsible for the harmonization process of the PCGIR as part of the DIPECHO project “ Supporting the implementation of the Sendai Framework for Disaster Risk Reduction in Central America (Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama)”. 

The present consultancy will provide a new PCGIR harmonized with the Sendai framework for disaster risk reduction. 

In particular, this consultancy will allow for UNISDR to:

  • Develop the methodology for the process of harmonization of the PCGIR, taking into account the Sendai framework, the PRRD, the Sustainable Development Goals, National DRR policies and DIPECHO country documents.
  • To design the consultation workshops in each of the countries, which will be used as basic input for the contents of the updated PCGIR.
  • Facilitate with the support of CEPREDENAC and UNISDR, 6 national consultation workshops and 3 regional meetings (one initial to validate the methodology, one of final consultation and the presentation in the PCGIR consultative forum of 2016), supporting the selection and announcement of institutional participants, the reproduction of materials and the required logistics, in order to validate and enrich the content of the updated PCGIR.
  • Coordinate with IFRC the community consultation process for the harmonization of PCGIR, providing methodological aspects and ensuring incorporation of the results in the harmonization process.
  • Prepare, with the results obtained from the six consultation workshops and the regional consultation workshop, the first version of the PCGIR harmonized with the Sendai Framework for Disaster Risk Reduction.
  • Deliver and present the first version of the updated PCGIR to SE-CEPREDENAC for analysis and approval of the Executive Secretary, who will coordinate the approval of the countries.
  • Ensure consistency with the PRRD.
  • Integrate the contributions received from the countries, and prepare the second version of the updated PCGIR.
  • Presentation at the 2017 PCGIR Consultative Forum.
  • Take the inputs from the 2017 Regional and Global DRR Platforms to incorporate them to the latest version of the PCGIR.
  • Support SE-CEPREDENAC in the approval process of the different regional bodies at the highest level, including the Executive Secretary of CEPREDENAC; the Council of Representatives of CEPREDENAC, the Regional Consultative Forum PCGIR and the Meeting of Presidents of SICA.

Qualifications/special skills

Academic Qualifications: A master degree in Social Sciences, sciences, Geography, risk assessments or subjects related to Disaster Risk Management.

Experience: Professional with extensive experience:

  • Working in the field of disaster risk reduction. 
  • The Central American integration process and the institutional framework of SICA. 
  • Communication and coordination between the national Disaster risk Management Systems in Central America.

Minimum of 10 years: 

  • Development of strategic plans, operational plans, coordination process and monitoring them. 
  • Preparation, monitoring , evaluation and monitoring of cooperation projects. 

Skills and experience: 

  • Systematization of information and processes. 
  • Coordination of meetings. 
  • Analysis and synthesis of information , submission of documents. 
  • Management of different software packages: Word, Excel, databases, etc. 
  • Willing to work together.
  • Excellent writing and analytical skills.

Language:

  • Fluency in Spanish is required. English, both oral and written, is an asset; working knowledge of another official UN language or national languages is an asset.
