Purpose and Objectives:

HRA department is currently implementing many projects such as procurement manual revision, office renovation, employee engagement program through online application, PDPA both under Human Resources Management and Procurement Management, and initial work of administrative manual.

All the above-mentioned projects with expected outcome are planned to be completed within December 2022. There is a need of additional assistance on various aspects of the projects e.g. administrative support, clerical works, communication, work plan, etc.

Thus, a consultant is required to work with the Human Resources Management Team and Procurement Unit Team to complete the expected outcome within the timeframe.

Expected Outputs:

  1. Administer of STEP procurement system and keep uploading all required documents to be up-to-date at all time.
  2. Develop all communication material from HRA team to be published or announced to relevant parties such as all staff or specific group of personnel in innovative way such as infographic, vdo, clips, etc.
  3. Summary report on feedback and comment on the use of the new procurement manual including process that can be leaned to make it more effective within the possible and realistic timeline, as part of procurement manual revision.
  4. Summary report on comparison between administration policies from other UN agencies with the current ADPC Administrative Guidelines and identify gaps for administration manual draft.

Responsibilities and Tasks:

Under the overall guidance of the Chief of Human Resources and Administration, the consultant will be working closely with other team members of HRA department to accomplish the expected outputs as stated in the above section.

The consultant will also provide assistant to the team by performing the following tasks:

  • Daily administrative support such as recruitment, administration related works, and procurement paper work.
  • Administer office operating procedure and protocol by monitoring the submission of ATK from staff, shift schedule, and may update the procedure as and when require.
  • Coordinate with vendor and other administrative works for office renovation.
  • Maintain communication channels under HRA to all staff such as in MS Teams, emails, noticed board, chatbot, and other means.
  • Research on administrative guidelines or manuals from other organizations such as UN agencies to understand how they operate and to produce a report on gaps or areas that ADPC has to develop its own administrative manual.
  • Monitoring and Administering STEP procurement system of World Bank.
  • Assist and support procurement unit on the revision of procurement manual.
  • Other relevant tasks assigned by Chief of HRA and other HRA team members.

Working Principles:

In performing the duties and responsibilities indicated above, the consultant will be supervised by the Chief of HRA department and work closely with other team members under HRA department. Working modality is hybrid, working form home and from the office.

Qualifications:

Required Qualifications and Specifications:

  • At least a Bachelor Degree in any field;
  • Excellent communication skills in English, Advanced English writing skills; knowing Thai would be an advantage;
  • Good command in using Microsoft office and cloud-based application;
  • Demonstrated ability to maintain information, systems, and details-orientation of tasks with accuracy;
  • Demonstrated ability to work well on culturally diverse, good interpersonal skill and strong teamwork-oriented;
  • Good capacity to learn and apply procedures;
  • Strong research and analytical skills;
  • Be computer literate in standard software applications and technological awareness: keeps abreast of available technology; understands applicability and limitation of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.

Duty Station: Bangkok, Thailand

Duration: 4 months

Condition of payment: The consultant will be paid a maximum professional fee of THB 80,000 for a maximum of 4-month engagement. The consultant will require to submit monthly timesheet with approval from the Chief of HRA to receive a professional fee of THB 20,000 for each month. There is no other benefits and allowances to be provided.
