About the organization

The ESCAP Trust Fund for Tsunami, Disaster and Climate Preparedness was established in 2005 following the devastation wrought by the 2004 Indian Ocean Tsunami. Its original mission was to support tsunami early warning systems in Indian Ocean and Southeast Asian countries. In 2010, following an independent review, the scope of the Trust Fund was expanded to include overall disaster and climate preparedness, while retaining a focus on strengthening end-to-end early warning for coastal hazards.

The Trust Fund periodically publishes reports on regional unmet needs of early warning systems in the Indian Ocean and Southeast Asia, which serve to inform the strategic decision-making by the Trust Fund, including prioritization of project proposals. Previous reports have been issued in 2007, 2009 and 2011.

Job Description

The consultancy is required to support ESCAP/IDD in preparing the 2014 Report on Regional Unmet Needs of Early Warning Systems in the Indian Ocean and Southeast Asia.

It will involve the following key tasks:

  • To conduct a desk review of relevant recent studies/publications/projects;
  • To interview a range of experts on the status of early warning systems in the region;
  • To undertake field visits as appropriate and as agreed with ESCAP/IDD;
  • To prepare a first draft of the Report and circulate it to a group of experts for comment; and,
  • To incorporate comments received on the first draft into a second, final draft of the Report.

Additionally, the Consultant will be expected to synthesize the main findings of the Report into a PowerPoint presentation and an Executive Summary for use by senior officials.
