Summary

- The DanChurchAid/Christian Aid Joint Programme in Cambodia invites consultants with relevant experience to submit proposals for a contract to conduct research on Safe Hills on behalf of the Dipecho Consortium in Cambodia entitled: Reducing Multi Hazard Induced Risks and Building Community Resilience to Disaster in Cambodia (ECHO/DIP/BUD/2010/01013).

- One of the neglected areas of disaster resilience in Cambodia appears to be the provisions at Safe Hills, described locally at Safe Places. They are typically areas of higher ground where communities take refuge during times of flood.

- This research seeks to understand how many people take refuge at Safe Places, how long they are staying, which socio-economic groups take refuge and the trigger points for relocation. Although there is evidence that there are issues around Safe Hills there are still substantial gaps in knowing how these areas are used and by whom, which makes planning interventions to ensure the safety of Safe Place users extremely difficult.

- This consultancy will play a important role in increasing our understanding of the nature of Safe Hills and aid future planning around this important issue.

Requirements

- The Lead Consultant will be fluent in English language, would ideally have a relevant postgraduate qualification and/or at least five years of experience in the DRR sector preferably including knowledge of Cambodia’s DRR context.
- Khmer language capacities amongst team members are an advantage.
