Background

The DanChurchAid/Christian Aid Joint Programme in Cambodia invites consultants with relevant experience to submit proposals for a contract to conduct research on the effective of Training of Trainers conducted on behalf of the Dipecho Consortium in Cambodia entitled: Reducing Multi Hazard Induced Risks and Building Community Resilience to Disaster in Cambodia (ECHO/DIP/BUD/2010/01013).

Duties and responsibilities

One of the key focuses of the work conducted has been to deliver training at the national and sub-national level around DRR with the aim of building resilience to natural hazards in Cambodia. Significant time and effort has been put into developing training modules and delivering Training of Trainers (ToT) both to the National Committee for Disaster Management (NCDM), and the various Committees for Disaster Management and to the Sub-National Level. Different approaches have been used by the government, the UN system and different civil society actors. Therefore the focus of this research will be look both beyond the consortium and on a wider scale at what has worked well, what length of training has been most effective, what has made the biggest impact and what has not worked so well.

The idea would be to draw on best practice and make recommendations on the most effective interventions. The idea would be to develop methods for up-scaling of training and its institutionalisation nationally. The key focus would also be to examine areas that are not effective for delivering training and to advise on alternative training approaches that could be used should there be gaps or areas for improvement.

In order to guide this research there are a number of key areas that the consultancy will need to address, there include:

• Effectiveness and Impact of the Training of Trainers Approach for DRR
- Has the ToT delivered by civil society actors in Cambodia been effective at raising resilience at the national and sub-national level?
- How effective has the ToT been at increasing knowledge around DRR and building a culture of resilience at the sub-national level? -

• Appropriateness of the Approach to DRR ToT
- To what extent were the models, trainings and assumptions used with sub-national government level relevant and appropriate?
- At what scale should ToT for DRR be conducted?  Should the focus be for PCDMs, DCDMs, CCDMs or line Ministries and if so at what level?

• Mapping a way forward
- What should be the role of NCDM and sub-national actors in conducting training?
- What is the role of external actors such as civil society?
- Can we learn from ToT within other sectors and best practice from other contexts, for example the HIV & AIDS or Gender sectors, or other countries in the region?
- How can we bring in learning from the Climate Change sector?

Requirements

- At least 5 years experience of conducting evaluations and reviews
- Knowledge of DRR issues and experience of mainstreaming through training preferably within Cambodia and/or South East Asia would be considered an advantage
- Knowledge of institutional arrangements and structures of DRR and the workings of INGOs within the region
- Excellent analytical and writing skills in English and the ability to communicate at all levels;
- Knowledge of the Khmer language of at least one team member would be considered an asset
