Objectives of the programme

- To assist the MOH and other health partners in emergency preparedness and response to natural and man-made disasters in the country.
- To build the capacity of national and health authority for better preparedness and response.
- To monitor, evaluate and coordinate the emergency and preparedness activities, including sourcing of funds and reporting.

Description of duties

- Provide leadership in emergency and crisis preparedness, response and recovery at country level.
- Liaise with the national health authorities to develop, coordinate and monitor situation analysis including providing support for vulnerability assessment, risk analysis and risk management.
- Provide technical support in the establishment and/or strengthening of national disaster prevention and preparedness program in health sector, including information management.
- Guide national authorities in relevant training activities to strengthen disaster preparedness and response activities.
- Develop and update technical and project reports and communications material on health situation and WHO activities in the country during emergencies
- Actively engage in resource mobilization activities and foster donor relations.
- Develop and finalize proposals for fund raising as well as donor reports when required.
- Promote standards and best practices, including transparency and accountability in the management of humanitarian relief operations.
- Coordinate, support and participate in rapid health assessments, collect and manage health information and use this as a basis to assist national and international health actors to identify main public health concerns and threats and develop response/mitigation plans.
- Identify and work with key humanitarian partners in the health clusters as well as those from other related areas e.g. nutrition, Water/Sanitation etc., respecting their respective mandates and programme priorities.
- Promote and adopt standardized methods, tools and formats for common use in monitoring health trends, activities and outcomes to support strategic decision making
- Assist the WR in the technical follow up of the WHO country office operations in collaboration with the technical units such as health policy and health system development, health promotion and prevention, communicable and non communicable diseases, health sustainable development;
- Support the WR in promoting health coordination and leadership within UN system participating to UNDAF process, thematic groups discussions and joint initiatives;
- Support the WR in representing WHO country office in health related initiatives including national and regional conferences and workshops and meetings with Iranian authorities, particularly the Ministry of Health.

Required qualifications


Education:

Essential: University degree in medicine, public health or related field. Masters degree in public health
Desirable: Studies in epidemiology and/or public health with a focus on disaster management/humanitarian affairs

Other skills:
Good knowledge of IT, including standard office software.

Experience:
Essential:At least 7 years experience combined at national and international level in public health/disaster preparedness and response.
Desirable: Experience working in post conflict contexts

Languages:
Excellent knowledge of English. Knowledge in Farsi language will be an asset.

Additional Information
