Programme Overview

In the last decade an estimated 33 million people have been affected by natural disasters in Pakistan with more than 80 percent of the country’s 124 districts affected. The frequency and severity of climatic shocks is expected to increase as a result of climate change, population growth and urbanization. Poor and vulnerable households, particularly female headed households, are often most affected by the impacts of disasters and are slower to recover. In order to improve the capacity of at risk communities and households to mitigate the impact shocks and to recover from disasters, DFID is providing funding for a comprehensive approach to building disaster resilience at community level in districts which are most at risk.

Role

GRM Futures Group is seeking an experienced International Development professional with the capacity to succeed in the role of Deputy Team Leader on an upcoming DFID funded Disaster Resilience programme in Pakistan. The Deputy Team Leader will work with and support the Team Leader in the delivery of agreed programme outcomes/milestones and is responsible for technical leadership of the design, planning and implementation of the BDRP programme. In this role, you would oversees the day to day implementation of the programme in collaboration with consortium members and other key stakeholders. Alongside the Team Leader, the Deputy Team Leader will represent the programme and the company with the client, partners and other stakeholders including the Pakistan government.

Responsibilities

  • Support the Team Leader in the management of a major DFID programme across multiple provinces in Pakistan with the objective of building resilience to disasters at community level
  • Provide technical leadership and oversight for day-to-day implementation of programme activities alongside key stakeholders and consortium members
  • Manage and maintain client and stakeholder relationships

Experience

  • Postgraduate Degree in Development, Disaster Management, or Applied Social Sciences or other related discipline
  • Minimum of 10 years’ relevant experience, with specific experience managing or providing technical leadership in donor-funded programmes. Experience with DFID-funded programmes will be particularly relevant
  • Experience in leading substantial Disaster Management, Disaster Risk Reduction, Disaster preparedness ,Disaster Resilience or related programmes
  • Experience in community based social mobilisation, capacity development and community organisation projects or programmes. Community based disaster resilience planning is particularly relevant
  • Minimum 6 years of people management experience
  • Working experience in multiple provinces and regions in Pakistan

Expertise

  • Strong technical track record in Disaster Resilience / Disaster Risk Reduction / Disaster Management or related areas.
  • Experience in research, knowledge management, and evidence for results preferably in the field of Disaster Resilience / DRR
  • Knowledge of the international, regional and national disaster management system; working experience with the Disaster Management Authority at national, provincial and district levels.
  • Ability to foster successful partnership approaches and relationships among a range of stakeholders, including programme partners, donors, private sector organizations, NGOs and government departments
  • Project and programme management skills
  • Willingness to be based in Islamabad, with travel as required to programme target areas
  • Excellent Urdu and English language communication skills, other relevant languages are an advantage
