Design consultant for development of a disaster risk reduction (DRR), climate change adaptation (CCA) and food security strategy

Overall Objective

The objective of this consultancy is to design a high quality, multi-year DRR, CCA and Food Security Strategy for CARE International in Laos, with a strong focus on the specific needs of women.

Specific Objectives

1. Comprehensively map the current development actors’ engagement in DRR, CCA and Food Security in Laos, and identify the gaps and areas where CARE can best contribute. This mapping exercise will encompass geographic and sectoral components, and will include local civil society organizations.
2. Map the current strengths and opportunities of CARE Laos’ current programming in this sector, and use these to inform future development.
3. Review the current literature relevant to CARE’s programming direction (CARE’s Situation Analysis, Policy and Institution Analysis and Gender and Power Analysis are available, and provide a robust literature review).
4. Develop a program strategy, including a logical framework, indicative activities, potential geographical locations, and engagement at national level.
5. Ensure the program strategy fully mainstreams gender, and identifies key areas of work in which CARE’s commitment to women’s empowerment can be addressed.

Activities

1. Detailed analysis of policies, key institutions and major national programs specifically related to DRR, CCA and Food Security in Laos, with a focus on rural ethnic minority women and vulnerable women living in the changing economy.
2. Review the literature reviews and analysis completed for the long term program design (Situation Analysis, Policy and Institution Analysis, and Gender and Power Analysis).
3. Map the existing projects and programs in this sector in Laos, and undertake an analysis of the current landscape to inform CARE’s programming priorities.
4. Lead the development of a DRR, CCA and Food Security Strategy for CARE Laos, and document this using the Maternal, Neonatal and Reproductive Health Strategy as a guiding template.

Selection Criteria

• Experience in designing a multi-year program or strategy in Disaster Risk Reduction, Climate Change and/or Food Security (or a directly related area).
• Masters degree in a relevant discipline.
• Demonstrated understanding of current dynamics around poverty and social justice, in particular gender.
• Experience in capturing gender, vulnerability, and other specialist analysis in program design.
• Excellent English language skills and demonstrated ability to represent an international organisation.
• Excellent and demonstrable analytical and report writing skills
