Background:

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian network, reaching 150 million people each year through its 187 member National Societies. Purpose of position:

The Disaster Management delegate is expected to boost support to the Federation Disaster Management (DM) activities in the Democratic People's Republic of Korea (DPRK) during a transition period of 12 months. The delegate will, as a staff member of the Federation Delegation, assume Federation accountability in the support to the NS. He/she will assist the Red Cross Society of the Democratic People's Republic of Korea to capture learning from the past DM programs, to further strengthen its disaster management and increase the impact of its activities according to the national DM mandate as stipulated in the DPRK Red Cross Law. This will include harmonizing various DM components including organizational structures and operational capacity of the NS at local as well as at HQ levels. In case of international emergency aid, the Disaster Management delegate will be the focal person for the coordination role of the Federation in the field.

Description of key duties and responsibilities:

• Support and guide the DPRK RC to develop its role and effectuate its mandates in disaster management in the DPRK, at local and national level.
• To capture learning regarding DPRK RC in local, in-depth analysis of the risks, vulnerabilities and capacities in targeted high risk zones and advise on appropriate preparedness and contingencies planning at national, provincial, county and ri level.
• Support planning, implementation, monitoring, and evaluation of the community based disaster risk reduction activities based on the identified need of the community people.
• Advise the DPRK Red Cross in the further improvement of its long term Disaster Management strategies and policies and to work with the Federation Regional office on cooperation in the region.
• To design in collaboration with the DPRK Red Cross a positive monitoring and evaluating systems to monitor the impact of all Disaster Preparedness/Response (DP/DR) activities and feed these back into the program design.
• Assist the DPRK RC in developing initiatives to address climate change risks suitable in the DPRKs' context, specifically in the field of reforestation as part of the ongoing community-based tree planting programme.
• Promote integration of the DM program with other core activities of the DPRK RC and to strengthen the capacity of the NS in the field of DM program management, budget control, financial and narrative reporting through the Organisational Development program.
• Support consolidation of DP/DR training programs and training materials for staff and volunteers in such a way that it facilitates integration with other activities of the National Society, (Emergency WatSan, Community Based First Aid, Road Safety, dissemination of humanitarian values, hygiene).
• Support the DPRK RC in elaborating and reinforcing a set of procedures for the selection/design/construction of mitigation projects, to ensure their sustainability and quality.
• Provide the DPRK RC with the necessary data to assess the effectiveness of the technical/engineering aspects of the mitigation works through introducing design-feasibility studies, provisions for independent supervision by engineers, and others.
• Advise the DPRK RC in ways to strengthen advocacy as well as to channel specific messages to relevant government entities, to ensure disaster management, including tree planting, remains high on the political agenda, as well as to promote behavioural change.
• Guide the DPRK RC in improving the way they conduct community assessments or VCAs, especially in view of ongoing livelihood improvement initiatives, in the framework of disaster risk reduction.
• Be accountable for the maintenance and improvement of DPRK RC/Federation contingency stocks and a quick disbursement in times of emergencies.
• Assist DPRK RC to establish sustainable means for disaster preparedness and in establishing appropriate information and communication procedures to inform the public nationally and internationally.
• In times of emergencies in the DPRK, , to act as the Federation focal point for the preparation of Federation alerts, information bulletins, emergency appeals, etc. and to be the focal point (in close cooperation with KL DMU) for the coordination of international response, rehabilitation and recovery activities in the field.
• Liaise with international agencies and organizations working in DPRK on all issues related to DM.
• Cooperate with the DPRK RCS logistics for the relief stock control in the city and regional DP warehouses for the provision of basic warehouse management tools including the warehouse management trainings for the warehouse managers and keepers.
• Produce regular, accurate and timely reports in accordance with Federation standards.
• Working with Regional DM delegate in East Asia to share best practices on CBDRR.
• Further develop current CBDRR in line with the Federation global community safety and resilience approach.

Position requirements

Education:

• Basic Delegates Training Course/IMPACT or equivalent knowledge
• Qualification in Disaster Preparedness, response, rehabilitation and recovery
• University degree

Experience:


• Experience of working for the Red Cross/Red Crescent
- working experience for a humanitarian aid organization in a developing country in a DM Capacity
- working experience in a relief, rehabilitation and recovery role in a developing country
- working experience of community based programs/interventions in a developing country.
• Experience of managing & supporting staff
• Experience with participatory assessment, program planning, and management techniques
• Experience in selection/preparation/implementation of mitigation projects and/or community-based tree planting
• Experience in elaboration/implementation of standard operating procedures
• Experience in livelihoods improvement initiatives in the framework of disaster risk reduction
• Experience in writing progress and final reports and reporting to donors
• Experience in budget planning and management
• Experience in risk mapping, Vulnerability & Capacity Assessment on a local level

Knowledge and skills:


• Good knowledge of disasters, disaster management and disaster prevention and mitigation programs
• Experience in facilitating institutional development and organizational change
• Good knowledge of relief procedures
• Good knowledge of management techniques, administration, and finance
• Experience of planning and implementing training programs and human resource development; skills in participatory adult training and learning techniques preferred
• Self-supporting in computers (Windows, spreadsheets, word processing)
• Valid international driving license (manual gears)
