Purpose of position:

Ensure overall guidance and support Bangladesh Red Crescent Society (BDRCS) to implement Comprehensive DM Programmes (Community Based Risk Reduction, Preparedness for Response and response operations as delegated ) including development of strategic plan/framework on DM.
Key tasks and responsibilties:

- Work towards the achievement of the Federation's goals through effective managerial and lateral relations and teamwork.
- Ensure understanding of roles, responsibilities, vertical and lateral relationships and accountabilities.
- Perform other work related duties and responsibilities as may be assigned by the supervisor.
- Strengthen coordination with DM colleagues working in SARD, AP DMU and Geneva
- Oversee the CPP IFRC Manger and CPP programme

Within the context of existing and emerging disaster management approach and strategies - including from the 28th RC/RC International Conference and the World Conference on Disaster Reduction and the Hyogo Framework for Actions (HFA) - the DM Delegate will support the national society to:

Policy and planning:

- Support BDRCS to develop DP/DR policy, DM strategic plan, based on Vulnerability and Capacity Assessments (VCA) and Well Prepared National Soceity Survey (WPNS) in line with the Federation's policy/framework and emerging trends of disaster management approach and strategies.

- Capacity building of BDRCS in preparedness, response and recovery, and other Community Based disaster risk reduction measures.

- Support BDRCS to become integrated within governmental DM plan/frameworks, with clear roles and responsibilities assigned to them by their governments through legislation or decrees.

- Support BDRCS to further strengthen coordination with other agencies (UN, NGOs) on DM plans..

- Represent the Federation in disaster management with national authorities, sister NS's, ICRC, international and national organisations, and donor governments.

- Support BDRCS in developing/producing annual developmental appeals, emergency appeals, project proposals, various reports.

Preparedness and Risk Reduction:

- Support BDRCS to strengthen and scale up community based disaster management programmes based on VCA, risk profile, NS capacity, commitment and interest.

- Support BDRCS to implement Community Based DM programmes at Branch and community level.

- Ensure processes and training for BDRCS to develop and maintain proper mechanisms, organisational, management and other structures and systems for managing emergencies (e.g. contingency plans based on the national disaster risk analysis, assessment guidelines, reporting mechanisms etc.)

- Expand and strengthen BDRCS human resources by supporting NS in establishing their own national and branch level disaster response teams and supporting the regional disaster response team concept (RDRT). Ensure management of the NDRT/ RDRT data base and training as required in country.

- Ensure processes and training for BDRCS to develop their own disaster preparedness and self-reliance at national level, for communities most at-risk.

- Ensure support to BDRCS to improve national fund-raising possibilities and technical partnerships with relevant agencies in preparedness for emergencies and disaster reduction.

- Develop and maintain networks and partnerships for disaster reduction with national and regional key players.

- Ensure support to the BDRCS in developing/strengthening Community Based Disaster Risk Reduction (DRR), Climate Change Adaptation Programmes,

- Supervise and support the CPP Manager (IFRC Delegate) and the two programmes funded by DiPECHO and ARC.

Emergency Response:


- Ensure delegation's DM programmes activation, guidance and support to necessary disaster response is available to BDRCS during emergency operations. This could include the use of Federation disaster management tools such as FACT, RDRT, ERU and DREF.

- Contribute to the operational co-ordination of the Movement response through the communication with possible operations manager and Task Force, utilisation of activated field management structures, participation to possible regional interagency co-ordination mechanisms and co-ordination of international disaster response and RDRT and other response teams.

- Ensure that BDRCS response is appropriate and aligned with the SPHERE guidelines, the Better Programming Initiative (BPI) and other Federation polices and strategies (e.g. Strategy 2010, Code of Conduct, Principles and Rules for Disaster Relief, Seville agreement etc.).

- Ensure that supporting BDRCS do it according to co-ordinated response plans, as far as possible within the framework of the host NS strategic plan strengthening BDRCS capacities, and fit into the NS capacity building support plans for DP, Health and organisational development (OD).

- Ensure that relief operations where appropriate include recovery elements which reduce the disaster impact in the future.

Reporting, lessons learned and knowledge sharing:

- Ensure accurate and timely reports for the Federation and for donors according to guidelines and utilise appropriate information management tools such as DMIS in disseminating DM related information..

- Ensure that lessons learnt, case studies and success stories from disaster management in the country are compiled and used to improve future planning, programming and implementation, that they are shared within the region as well as with the relevant departments in Geneva for wider dissemination. Incorporate such learning from other regions.

Managerial

-Perform the roles & responsibilities of the budget holder for the DM Programmes, he/she shall ensure that expenditure charged to the project is appropriately allocated and correctly stated, in line with the relevant Federation financial procedures;

- Ensure maximum management and programming integration between Federation/NS DM activities, and those for OD, Health and others.

- Manage, and where appropriate to support BDRCS to manage, all aspects of the DM Programmes in accordance with detailed country and regional plans.

- Conduct programme monitoring, including regular financial and narrative reporting as well as evaluation based on programme plans.

- Manage and monitor the delegation staffs under the DM Programmes. Ensure as well as develop their respective performance is upto the highest level.

- Support the Sidr operation as needed

Duties applicable to all staff:

Perform any other work related duties and responsibilities that may be assigned by the line manager.

Required Qualifications

Education:
Basic Delegates Training Course
Relevant university degree or equivalent
Relevant training in disaster management, particularly preparing to respond to disasters/logistics and capacity building in DP

Experience:
Experience of working for the Red Cross/Red Crescent
5- 10 years experience of working for a humanitarian aid organisation in disaster management/Disaster Risk Reduction programmes in developing countries.
5 years experience of analysing, planning, and managing relief and development programmes and resources
3 years experience of managing, coaching, and supporting staff
Experience of planning and managing finances and budgets
Experience of acting in a senior representational role

Skills:
Self-supporting in computers (Windows, spreadsheets, word-processing)
Valid international driving licence (manual gears)
Strong skills in general administration, oral and written communication

Languages:
High level of written and spoken English
