Background

The selected candidate will support the Pan American Disaster Response Unit (PADRU) in the Americas as an integral staff member for the preparedness for response phase and during the relief and response phase. The support will be given for the regional and national components of the Red Cross Movement in the Southern Cone and Andean region, Central America and Mexico and the Caribbean region through the functions within PADRU to develop an IT platform for integrated Resource Mapping System (RMS). The system will link the available information of the country profiles and the National Societies community based information and community assessments to the regional zone system and to the Pan-American Disaster Response Unit (PADRU).

Description of duties

Developing online Resource Mapping System that includes country profiles (including e.g. population densities at municipal levels for the countries in the region, geo-topograhical information, hazard profiles, high-vulnerability areas and infrastructure with main hospitals, roads, schools etc) and selected information from National Societies to collect information and ensure preparedness and response for disasters. The developed online RMS includes linkages to weather prognosis (hurricane, floods, rains, droughts) and seismic information, further linking it to early-warning actions.

The IT based (open source platform based) Resource Mapping System will be supported by linking other regionally and/or globally used and planned International Federation available regional and global tools (e.g. Sahana Eden/RMS developed in Kuala Lumpur, DMIS based in Geneva, ArchView). The RMS needs to be linked to country profile system that has been developed during the past years in the Americas region (collaborative effort between the regional governments, the RCRC National Societies, the International Federation of Red Cross and Red Crescent Societies/DIPECHO programme and UNISDR).

The development of the RMS will provide both the NS of Americas and the Pan-American Disaster Response Unit (PADRU) access to view affected areas and produce e.g. necessary maps, enquiere specific country data, extract population densities, locate main rivers and roads, main towns and hospitals. Country information/maps should be able to select to the municipality level to be able to aggregate the relevant disaster affected population numbers and fatalities to other relevant information necessary for the emergency operation planning (e.g. for shelter, health and WATSAN needs). In the affected areas, zoom in-out and print and manage the data. The system created needs to be user-friedly and accessible by different partners of the Movemenent and link to relevant databases to access most relevant country profile information for the operational and programming needs both in preparedness for response and for the relief and response phase.

Duties include preparation of regular IT reports as required by the Americas Zone Office through PADRU Coordinator. Various IT training materials need to developed to standardise the RMS in the region between all National Societies participating as well as within the Americas Federation's Pan-American Disaster Response Unit and global Federation system.

The Disaster Management Information Delegate will function in close linkage with Disaster Managemenent Officers of PADRU as well as with the Communication Unit of the Federation Zone Office. He/she will also undertake further development of the system as discussed and agreed with the Line Manager.

Required qualifications

Education

• University Degree Masters of Science (Information System Management/Computer Science)
• Global Information System (GIS) training background, preferred
• Additional humanitarian or disaster management degree, preferred

Experience

• At least 3 years of experience in facilitating and supporting larger networks
• Experience with creation of user-friendly data platforms
• Experience in humanitarian response, preferred
• Red Cross and Red Crecent knowledge, preferred

Skills

• Excellent IT skills (especially for Sahana Eden, user-friendly open source software platform usable in emergency response)
• Experience of volunteering with the Red Cross/Red Crescent, preferred
• Experience in community mobilization and training
• Experience in supporting capacity development in local civil society organizations at a national and grassroots level, preferred
• Proof of working applications
• Web programing skills in Python, JavaScript and CSS
• Advance working knowledge of Linux OS, preferred
• Minimum basic skills in training and coaching
• Proved capability to be self-organized and flexible
• Excellent interpersonal and listening skills
• Good verbal and written communication skills
• Demonstrated analytical and planning skills
• Knowledge of Fundamental Principles and RCRC Movement, preferred
• Familiarity with current standards and guidelines for humanitarian emergency response, preferred
