Summary statement of responsibilites

The Canadian Red Cross Society (CRCS), a non-profit, humanitarian organization dedicated to helping Canadians, as well as the most vulnerable throughout the world, is currently seeking Disaster Risk Reduction (DRR) Professionals to support CRCS-funded projects in Disaster Management and Disaster Risk Reduction.

DRR Delegates will provide technical input to the risk reduction programs funded by CRCS within Host National Societies (HNS) with the aim to strengthen the disaster risk reduction capacity of the HNS in disaster policy/strategy, preparedness and community managed disaster risks. a S/he will provide DRR technical support to the HNS through the evaluation and review of DRR plans, providing technical guidance on strategic frameworks in DRR, and supporting integration of DRR activities within other programs managed by the HNS. S/he will also provide technical advice to HNS staff and volunteers in the implementation of DRR strategies and activities, including preparedness and contingency planning as required.

Key responsibilities

Project Management:

- Support the development of Disaster Management/ Disaster Risk Reduction plans and directions for immediate and longer-term planning within the HNS based on RCRC frameworks and the Hyogo Framework for Action.
- Manage a results based management program including reporting, workplans and budgets
- Identify the resources – human, financial and collaborative – required for effective DRR programming. Negotiate sustainable components into the HNS strategies that can be further developed during different phases of the strategy.
- Provide technical DRR guidance to HNS staff and volunteers as required to ensure disaster risk issues for current programs, are identified and managed.
- Include potential future disaster risks, including climate change, environmental and physical risks in strategy and program components.
- Support contingency planning and simulation exercises for imminent risk in coordination with other external actors such as Partner National Societies, government and other stakeholders.
- Support the HNS in the development of regular and effective coordination plans on DRR with national authorities, other PNS, and external partners as requested.

Capacity Building:

- Encourage and support the HNS to develop plans, proposals, and comprehensive financial and narrative reports;
- Based on the HNS training plans, build capacity of national staff and volunteers in HNS in both technical DRR and community based approaches to risk reduction. Ensure methods are compatible with other program activities undertaken by the HNS and the International Federation of Red Cross and Red Crescent (IFRC).
- Identify training needs for DM/DRR programme staff, volunteers and other stakeholders as appropriate;
- Support HNS DRR capacity building plans with a special emphasis to the design, development and application of participatory approaches and methodologies within the HNS programme staff.

Coordination and Representation:

- Support the HNS in developing workplans for staff and volunteers to the DRR Programs;
- Create a positive working relationships and communication with HNS DRR staff and volunteers
- Support the HNS in developing effective program coordination and community facilitation skills

Monitoring and Evaluation:

- Prepare timely and accurate technical progress reports relating to the CRC-supported DRR program, including periodic reviews and evaluations.
- Compile DRR lessons learned, case studies and success stories and use these to improve future planning, programming and implementation.
- Communicate and report on progress of designated workplans , including feedback from internal and external stakeholders as required;
- Accountable for the efficient usage of the funds and assets allocated to the program;
- Identify needs and possibilities for new interventions within the mandates of the HNS/CRC. Prepare new programming assessment and proposal documents as required in coordination with the HNS;

Qualifications

- Graduate level degree in a related field. A degree in Disaster Management/Risk Reduction will be considered an asset.
- Mandatory fluency in spoken and written English required. French language skills are considered a strong asset.
- Minimum 5 years experience working in a humanitarian context with at least 3 years in international environments.
- Extensive previous experience in analysing, planning, and managing relief and/or development programs;
- Demonstrated experience in project management, coordination and integration., preferably using results based management processes
- Previous experience with community based disaster management
- Demonstrated experience in training, mentoring, and coaching counterparts, with emphasis on workshop training
- Demonstrated experience in networking, negotiating and developing relationships with different partners and stakeholders.
- Demonstrated commitment to the Principles of the RCRC Movement
- Strong record of working with partners to develop relevant, effective & sustainable programming.
- Strong initiative, diplomacy, flexibility, and sound decision making skills
