The position:

Under the supervision of the Field Coordinators (Sittwe) , you will be responsible to lead the project management of the DIPECHO project and operationalization through the effective management of project staff in close coordination with partner organizations. You will be in charge of:

1. Set up, implement and report on Disaster Risk Reduction projects

  • Setting up of the DRR program(s) taking into account the logical framework of the program(s), the budget, and the logistical and administrative processes of ACF.
  • Identifying the technical constraints associated with the implementation of the projects. Proposing innovative technical solutions in response to such constraints
  • The implementation of technical recommendations concerning his/her project (Head of Department, Technical Advisor at Headquarters, Experts, Evaluators …)
  • Supervising his/her programs, by means of internal APR monitoring tools, regular presence in the field, maintenance of a timeline, monthly review of the budget
  • Maintaining the profile of both the funding agency and ACF on the project sites
  • Preparing in time to meet deadlines the DRR components of external and internal reports relating to his/her projects

2. Supervise and manage the program team

  • Leading the recruitment of his/her team, team management (leadership, monitoring, motivation), evaluation and staff development of team members

3. Contribute to the quality, accountability and impact measurement process of his/her prograMME

  • Promoting and taking part in the evaluation of the impact of his/her project (external assessment)
  • Promoting and contributing to learning and improvement of quality (internal evaluation and joint visits)
  • Implementing complaints procedures for ethical and transparency reasons, particularly in respect of the beneficiary populations
  • Ensuring that relevant project monitoring and evaluation systems are put in place

4. Identify needs and contribute to project elaboration

  • Identifying humanitarian needs in the field of DRR and in his/her area of activity and report on them through relevant mediums/tools. Including, where appropriate, target populations and local actors in the identification of needs and ways of responding to them
  • Participation in defining DRR programs
  • Contributing to the writing of the DRR sections of project proposals

5. Participate in the coordination, representation and partnerships of ACF in his/her area of intervention

  • Coordination of activities with other sectors and departments of ACF, as well as consortium partners, in order to ensure rational use of resources and optimum integration
  • Participation in visits by funding bodies whenever requested by the Country Director or the Field Coordinator
  • Representing ACF and ensuring coordination with partners, the authorities, agencies of the United Nations and NGOs in his/her sector, in collaboration with the Field Coordinator
  • Contributing to the process of formalizing partnerships and enhancing their capabilities (Local NGOs, international NGOs, national authorities, private agencies etc...)
  • Reinforcing the DRR capabilities of partners

6. Contributing to capitalization and technical development in his/her sector

  • Capitalization of program-related data and documentation of the innovations achieved
  • Dissemination of the technical and operational expertise acquired in the course of the program
  • Contributing to the upward transmission of data from the ground the better to inform ACF communications

The applicant:

  • You hold a university degree (preferably Masters) in Humanitarian/Development Studies or related fields.
  • You have at least 3 years' experience in donor funded projects and management related to DRR and emergencies (previous DIPECHO project management experience desired), including prior experience working in a consortium.
  • You have an expert level oral, reporting, and presentation skills in English including experience in trade-standard computer software programmes.
  • An excellent working knowledge of project cycle management, budgeting, planning and forecast processes is expected.
  • You should have strong capacity building skills, team management, negotiation, and organizational skills.
  • A prior field experience in conflict-sensitive contexts is required.
  • You should have the ability to work productively under stress and in a multi-cultural environment.
  • A prior work experience in Southeast Asia as an additional asset.

Status:

  • Gross monthly salary ranging from €1600 to €1975 depending on relevant experience
  • Food and hygiene expenses, per diem, transportation costs, collective or individual accommodation, medical insurance
  • 25 days of annual paid leaves and 20 days of rest and recuperation (R&R) per year.
