Handicap International is recruiting a Disaster Risk Reduction Technical Advisor for its mission in DPRK from early September 2017 till end of December 2017 (4 month mission). Based in Pyongyang, with frequent travels to the three provinces. 

The proposed DRR programme will focus on promotion of inclusive DRR practices and contribute to the inclusion of people with vulnerabilities (including people with disabilities) in community based DRR and school based DRR practices, reducing risks through preparedness and availability of basic and specific need services for people with vulnerabilities during disaster response. The project will support KFPD in delivery and development inclusive community and school based DRR services and to build internal management and technical capacity to continue the initiative in future.

Even if a new structure, the SCEDM is in place and a new law for disaster risk management was written at national level, the disaster risk management organization at community level needs to be strengthened to reach the most vulnerable groups, especially children with disabilities. Capacities could be reinforced to support the local areas affected by disasters to anticipate and be able to cope with them.

Handicap International will be the final responsible for the overall management of the project. HI team will therefore be in charge of coordinating with the main partner KFPD and with the SCEDM, the planning and design of the activities as well as the overall monitoring and evaluation process. Moreover, the organisation will bring its expertise in the field of disability for all activities, especially in regard to capacity building of the KFPD and the SCEDM.

Scope of work

Under the hierarchical responsibility of the Country Director, and in link with the DRR technical advisor of HI headquarter, he/she is responsible for the following task: 

  • Introducing the inclusive CBDRR and SBDRR concept in the national DRR practice.
  • Integrate inclusive DRR concept and approach in existing national DRR action plan.
  • Based on local context , Develop training manual and tools kit on inclusive DRR , using HI experience and positioning.
  • Organize TOT on Inclusive DRR for staff of the local partner organizations, followed by replication of training in targeted provinces.
  • Develop detailed and applicable guidelines for inclusive working group to have long term strategy to ensure that people with vulnerabilities are included into mainstream DRR program.
  • Carry out vulnerability capacity analysis of targeted community and schools.
  • Carry out Risk and Hazard analysis of identified locations and structure for mitigation activity and safe emergency shelter and provide appropriate recommendation for renovation/rehabilitation for retrofitting to make it flood resilient.
  • Support to local partner organizations in developing contingency plan for targeted communities and schools.
  • Identification and development of IEC materials

Profile

Educational Qualifications:

  • Post Graduate Degree / Diploma in DRR / social work from an institution of repute. Background with civil engineering would be an added advantage

Experience:

Essential:

  • Minimum 3-4 years of experience in humanitarian and development programmes.
  • Theoretical and practical experiences in DRR in different context
  • Capacity building of partners
  • Strong technical background in organizing training (session facilitation)Inclusive DRR sessions (theoretical and practical mock drill)
  • Experience in organizing filed practical mock drill on inclusive search, rescue and evaluation for people with disabilities and other most vulnerable.
  • Sound knowledge of disability.
  • Previous experience in curriculum development and organizing TOT on inclusive DRR focusing disability and vulnerability
  • Experience of development of design for safe emergency shelter
  • Fluency in written and spoken English, knowledge of Korean and French will be added value.

Desirable:

  • Highly self-motivated and undertake extensive travel.
  • Excellent analytical skill and demonstrated experience in working on training manual and IEC development
  • Good knowledge and understanding on structural mitigation
  • Good interpersonal skills: the ability to communicate clearly and effectively at all levels, taking into account cultural and language difficulties.

  • Gross salary as from 2031 euro/month, based on experience
