Asian Disaster Preparedness Center (ADPC), established in 1986, is a regional non-profit foundation with headquarters in Bangkok, Thailand. It supports the advancement of safer communities and sustainable development through implementing programs that reduce the impact of disasters upon countries and communities in Asia and the Pacific. The primary geographical focus of ADPC’s activities is Asia with South, South East and East Asia being the primary sub-regions.

ADPC has more than 30 years of experience working for a safer Asia in partnership with the national and local governments of its charter member countries as well as the member states of the Regional Consultative Committee (RCC) on Disaster Management. ADPC addresses the region’s preparedness needs in development of capacities and promotion of learning; dissemination of information and knowledge management; provision of technical and advisory services; implementation of pioneering regional programs; preparation and follow-up of global and regional mechanisms; establishment of new regional mechanisms; support for inter-agency coherence and coordination; and catalytic facilitation and partnership to sub-regional mechanisms. Background:

A consortium of technical organizations - Asian Disaster Preparedness Center (ADPC), Swedish Civil Contingencies Agency (MSB), Stockholm Environment Institute (SEI), and Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) - will start, in January 2018, the implementation of a 5-year program on Building resilience to inclusive and climate-adaptive disaster risk reduction in Asia-Pacific. Supported by the Swedish International Development Cooperation Agency (Sida), the program aims to create multi-level impacts towards inclusive and gender-sensitive risk reduction. It also seeks to contribute to fulfilling Sida’s strategy for regional development cooperation in Asia and the Pacific Region 2016 - 2021 to effectively build disaster resilience.

Over the five-year period (2018-2022), the program will take stock of, build upon and enhance current and existing knowledge, experience and good practice for DRR. The program will explore entry points, develop and test effective frameworks and draw upon the existing bright spots for upscaling and integration of gender equality and social aspects into DRR and climate change adaptation (CCA). The program will also seek to enhance regional cooperation through various capacity strengthening initiatives embedded in the Regional Consultative Committee on Disaster Management (RCC) mechanism.

ADPC, being the program lead, is currently looking to fill in a few technical and program management positions before the start of the inception phase activities starting from January 2018.

Statement of Intent:

The DRR Mainstreaming Coordinator will Coordinate the implementation of Sida’s funded program, with focus on DRR mainstreaming component.

Required Qualifications/Selection Criteria:

  • Master’s degree in development studies, social sciences, disaster management, economic, planning, or any other related fields;
  • At least 3 years of technical experience in disaster risk reduction/climate change adaptation with intermediate- level technical understanding on mainstreaming DRR into development;
  • Strong coordination and project management skills, with experience in working with government agencies, international organizations, development partners and NGOs;
  • Strong analytical skills as well as skills in report writing and documentation;
  • Fluency in both spoken and written English;
  • Willingness to work in a team, respect the importance of other disciplines and keen to learn from and contribute to various disciplines; and
  • Willing to travel in the region.

General Requirements:

  • Operate within all ADPC guidelines, procedures and policies.

Duties and Responsibilities:

Under the overall supervision of Director of Risk Governance, the incumbent will perform the following duties:

  • Coordinate the implementation of Sida’s funded program, with focus on DRR mainstreaming component;
  • Undertake research on policy and planning issues related to mainstreaming DRR, and other thematic areas under the program;
  • Assist in compiling relevant documents and information as required by the program team;
  • Assist in technical assignments including developing concept notes and consolidating inputs from consultants, program partners and stakeholders into quality deliverables;
  • Provide administrative support and necessary arrangements for carrying out activities under the mainstreaming component;
  • Provide technical and administrative support in carrying out program activities under different outcomes;
  • Help prepare program updates, progress reports and other related tasks;
  • Assist in organizing seminars, training programs, capacity building initiatives, workshops, and other program activities;
  • Participate in cross-thematic collaboration for project implementation within ADPC;
  • Perform other relevant tasks as assigned by the Program Director.

Reporting Relationship:

  • Report directly to the Director of Risk Governance; and
  • Work closely with other staff of ADPC.

Contract:

One (1) year contract with possibility of extension.
