Background

Some parts of Afghanistan have faced crop failure in 2011 and drought like situation in parts of 14 provinces. Humanitarian community in Afghanistan is undertaking assessments and planning for EFSL response. Oxfam country team is planning to response in coming months before months both cash programming and agriculture recovery support for seeds and fertilisers. This will need about 60% of the time.
Oxfam GB country strategy for 2011-2014 is focussing on improving country staff and partners capacity building on humanitarian response planning and management with a special focus on EFSL. This includes HEA, EMMA and EFSL approaches with DRR focus. This will be need about 40% of the time.

Key responsibilities

1. Strategic planning and coordination:
- With humanitarian team, design an EFSL response strategy for the drought affected communities, integrated with WASH, DRR and with the long-term country programme.
- To ensure that EFSL strategy is being implemented in drought affected communities.
- To ensure that "lessons learned" from EFSL activities is reviewed and incorporated into future policies and planning.
- Represent Oxfam GB in meetings at local and national level.
- Oversee that tools for tracking the implementation over all EFSL activities are developed and maintained to ensure that possible problems are flagged and resolved in due time.

2. Project design and implementation:
- To provide technical support to Oxfam staff and partners in designing, implementing and monitoring EFSL activities, in tune with the EFSL strategy and ensuring gender mainstreaming and integration with WASH.
- To provide technical support in development of proposals as well as writing reports.
- To conduct regular field visits and support to the EFSL teams including the development of tools, guidelines, standard operating procedures, etc.
- To ensure a good working relationship with support functions (logistics, finance, HR, admin, funding).

3. Monitoring, evaluation, accountability, learning, reporting:

- To provide technical support in developing MEAL tools to be used by the team and partners to ensure that relevant information is being collected to inform strategy and implementation, to ensure accountability and learning and to ensure that sufficient information is being collected for donor reporting.
- Prepare operational reports for Oxfam as required.
- To support the implementation of midterm and final evaluations.

4. Capacity building on EFSL response planning and management:

- Build the capacity of Oxfam and partner staff on HEA , EMMA and EFSL approaches in response planning and management
- Develop EFSL tools and guidelines and orient Oxfam and partner staff in using them

5. To take on any roles assigned by the Humanitarian Programme Coordinator or Country Management team.

Skills and competence

- Education - University degree in Agriculture, Veterinary Medicine or relevant Social Sciences
- Minimum of 3-5 years experience in EFSL response and /or development work with INGO / NGO/ or Government focussing on food security and livelihood
- Strong coordination and communication ability
- Strong analytical and conceptual skills.
- Strong commitment to accountability, social justice, promoting gender awareness and equality.
- Good communicator in English- both written and oral as well as a good listener. Dari is an advantage.
- Strong project cycle skills: assessments, design, implementation, monitoring, evaluation, and strategic planning skills.
- Financial and numerical skills.
- Proven computer competence.
- Ability to work effectively in a culturally diverse organization.
- Ability and willingness to travel away from home and stay in the field
