Job Purpose

The purpose of this consultancy is to strengthen guidance for RCRC National Societies related to climate-smart programming (longer-term resilience and recovery programmes) and humanitarian operations, including related to livelihoods. This will include enhancing the RCCC climate-smart programming technical guidance, both the overall/multi-sectoral elements as well as the livelihoods component, and developing a methodological approach to help National Societies extract and analyse relevant data on climate, environmental/watershed management and socio-economic matters needed for designing and implementing climate-smart interventions at the community level.

While the climate-smart programming guidance focuses on resilience overall, and this consultancy will focus on improving the multi-sectoral elements of the guidance, the reason for the sectoral focus on livelihoods is related to the subsequent activities under the ECHO PPP, which are focused on climate-smart livelihoods.

Key tasks and deliverables Tasks:

  • Prepare a workplan and proposed approach to demonstrate a clear understanding and realistic plan of work for the assignment, checking that the work plan is in line with the TOR and the overall IFRC vision for the consultancy.
  • Review current Movement livelihood, climate, and multisectoral assessment methodologies used by National Societies for situation analysis and baseline creation.
  • Review existing technical resources and analyses on livelihoods and multi-/cross-sectoral climate-smart programming within the Movement – e.g. the RCCC ‘What is climate-smart programming and how do we achieve it?’ guide and the IFRC climate-smart livelihoods programming factsheet.
  • Hold discussions with technical focal points in National Societies, the IFRC Secretariat, IFRC Livelihoods Resource Centre (LRC) and Climate Centre (RCCC) on 1) gaps in existing climate-smart programming guidance and methods; 2) National Society challenges collecting, analysing and interpreting data needed for effective climate-smart programming and challenges designing and implementing climate-smart programming; 3) recommendations for what would be needed to make guidance and tools most useful; and 4) any good case studies/examples of climate-smart programming.
  • Based on the above, present the recommended way forward for the methodological approach and for how to enhance the global climate-smart programming guidance, including a proposed outline for the enhanced guidance.
  • Upon approval, 1. Develop a succinct, simple, and practical methodological approach to help National Societies extract and analyse multi-sectoral secondary and qualitative primary data related to climate and livelihoods 2. Building on the existing RCCC technical guidance for climate-smart programming and the methodological approach, develop an enhanced technical guidance on climate-smart programming and operations for National Societies (enhancing both the overall/multi-sectoral elements as well as the livelihoods component).
  • Present the draft methodological approach and technical guidance to RCRC actors, including climate, livelihood and other sectoral focal points from the IFRC Secretariat, LRC, RCCC, other resource centres, and several key National Societies.
  • Revise and finalize the drafts of the methodological approach and enhanced technical guidance based on feedback received.

Job Duties and Responsibilities

  • Document/PPT presenting the proposed way forward for the methodological approach and for how to enhance the technical guidance, including a proposed outline for the enhanced guidance
  • A final simple and practical methodological approach document of 10-pages maximum to help National Societies extract and analyse relevant data on climate and livelihoods.
  • An enhanced technical guidance for climate-smart programming and operations (30-pages maximum without annexes) (enhancing both the overall/multi-sectoral elements as well as the livelihoods component).
  • PowerPoint presentations on the methodological approach and technical guidance

The content of the deliverables may be adapted based on discussion between IFRC and the consultant.

Management and collaboration

  • The consultant will report to the IFRC Lead, Climate & Resilience who will also coordinate the work with oversight from the Food Security and Livelihoods (FSL) Senior Officer. The consultant will be part of a technical team managing the climate-smart programming component of the ECHO PPP. S/he will work closely with the Livelihoods Resource Centre and Climate Centre, responsible for providing technical support, as well as the relevant Regional Office Disaster Risk Reduction/Climate Change Adaptation/FSL focal points. undefined.
  • Proposal submission If you have the required qualifications and are interested in this contract, please submit your proposal that includes the following: • A proposal describing your proposed approach to meet the objectives and specifications described above, including the number of days you feel would be required for the consultancy. • Links to / a portfolio of previous relevant work. • A financial proposal. The lump-sum fee which you propose for the consultancy should indicate the breakdown of all costs. This fee should be inclusive of ALL considerations. The proposal should be no more than 5 pages. Education

Required

  • University degree in humanitarian or development studies, social sciences, or related fields (focus on disaster risk management or climate change adaptation is preferred)

Experience

Required

  • Minimum 7 years of experience in designing and managing multi-sectoral programs or projects in development, recovery, and humanitarian contexts, with a focus on climate and livelihoods
  • Extensive experience in developing programming technical guidance for National Societies or national NGO partners and aligning content to existing capacities
  • Strong livelihood research or assessment experience, including the design of methodological approaches and quantitative and qualitative data analysis
  • Robust knowledge of the sustainable livelihoods framework and vulnerability frameworks and experience in applying frameworks to multisectoral assessment design, data analysis and interpretation, and multisectoral program design and management
  • Excellent knowledge of climate change adaptation and disaster risk reduction concepts and programming approaches
  • Extensive experience using secondary and qualitative research or assessment methods
  • Good knowledge of participatory research or assessment approaches
  • Experience in building the capacity of National Societies, NGOs, or CBOs to conduct multi-sectoral research or assessments and analyze data, preferably related to livelihoods and climate

Preferred

  • Experience working with a humanitarian or development organisation in a disaster risk reduction or climate change adaptation function.
  • Experience working within the RC/RC Movement.

  • Strong interpersonal skills with the ability to work and coordinate with various stakeholders including management and technical colleagues
  • Proactive, self-starter that can work with minimal oversight
