About Asian Disaster Preparedness Center

ADPC is an intergovernmental regional organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with governments, development partners, international organizations, NGOs, civil society, private sector, media, and other key stakeholders. Established in 1986 as a technical capacity building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas. With over 100 staff from 19 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner. ADPC is a competent regional resource center and has seven thematic departments: ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, Geospatial Information. These are supported by Finance, Human Resources and Administration, and Strategic Planning departments. In addition to the departments, ADPC works on three cross-cutting themes: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation through permanent working committees. ADPC Strategy 2020 guides the organization in providing comprehensive risk reduction support to countries and communities in Asia and the Pacific. Background

Asian Disaster Preparedness Center (ADPC), in collaboration with the Ministry of Disaster Management and Relief (MoDRM) and Department of Disaster Management (DDM) of Bangladesh, is implementing “Bangladesh Preparedness Partnership (BPP) Program” with funding support from Bill and Melinda Gates Foundation (BMGF). The overall goal of the Program is to strengthen multi-stakeholder partnerships and coordination mechanisms for the Integrated Emergency Management System (IEMS) of Bangladesh, develop the technical and operational capacity for IEMS at national and sub-national levels and enhanced learning, knowledge management and exchange of IEMS with the regional partners. The Program focuses on priority interventions on the preparedness of key stakeholders from the local humanitarian and private sector for achieving an integrated emergency management system that national and sub-national, city-level roles, responsibilities, resources, and decision-making are optimized at the community level.

The Program will establish a coordination platform for capacity development, strong collaboration among public and private organizations for disaster preparedness, and emergency response in Bangladesh. To support DDM in coordinating the government’s response to the COVID-19 Pandemic, the Program will support an assessment of the current operations and set-up the Emergency Operations Center at DDM. This also includes the system and processes the EOC is using to collect information from the Upazila and union level through the district to develop situation reports and shares to the National Disaster Response Coordination Center (NDRCC) of MoDMR. Currently, all arrangements are not formally established, and EOC is operating with no standard procedures and guidelines.

Statement of Work

The primary purpose of the assignment is to develop a systematic approach for the operationalization of the Emergency Operation Center (EOC) and NDRCC. Specific objectives of the assignment include: - To assess the capacity of the Emergency Operation Center (EOC) of DDM and NDRCC of MoDMR and identify the Gaps to coordinate emergency response operations effectively. - To provide technical, administrative, and logistics recommendations to operationalize the EOC in DDM and NDRCC effectively.

Duties and responsibilities

The followings are a list of specific activities:

  • Conduct field visits and interviews with key officials at DDM, MODMR, and other agencies to collect relevant information on the EOC operational systems, processes, and practices.
  • Capacity Assessment (Equipment, Human Resources, Logistics) of DDM EOCs and NDRCC.
  • Develop a report with detailed recommendations to improve the current EOC set up.

  • Short version or summary report
  • PowerPoint presentation of the summary report
  • Set of recommendations to enhance operations of EOC

Timeline

The Capacity assessment of the EOC is expected to commence on 25 June 2020 and end on the final submission of all deliverables on 24 July 2020.

Supervisor

Directly report to the Senior Program Manager based in ADPC HQ, Bangkok, Thailand.
