Background:

Since 2010 FAO’s country-level cooperation has progressively been prioritized and planned in the form of Country Programming Frameworks (CPFs). In the case of the Kyrgyz Republic, the CPF initially covered the period 2012-15 but was recently updated (December 2014) upon Government’s request to reflect changes in priorities both in the country and at FAO. The revised CPF covers the period 2015-17 and is fully aligned to the National Sustainable Development Strategy (2013-17) and the UN Development Assistance Framework (2013-17).The main objective of the Evaluation of FAO’s Country Programme in the Kyrgyz Republic will be to assess the contributions made by FAO to national food and agricultural development in the period 2010-14 with a focus on the thematic areas prioritized in the CPF. The findings, lessons learnt, and best-fit practices identified through the evaluation will be used to inform ongoing and future work in the country.

Specific duties and responsibilities:

Under the supervision of the evaluation manager and in close consultation with the other members of the evaluation team, the consultant will be expected to:

  • Conduct the background research, including analyses of programme portfolio, stakeholders and context;
  • Arrange consultations with relevant FAO staff and partners;
  • Support the identification and selection of the evaluation team;
  • Participate in data collection and support data analysis;
  • Contribute to the preparation of the evaluation report;
  • Perform other duties related to the evaluation, as required.

a) Background paper - April 2015
b) Inputs to the Terms of Reference - May 2015
c) Inputs to Thematic reports - July 2015
d) Inputs to Evaluation report - August 2015
e) Records of all the primary data collected (interview minutes; survey
responses, etc.) - August 2015

Required competencies:

  • Postgraduate degree in Social or natural sciences (Economics, Sociology, Information Management, Agronomy, etc.)
  • At least 2 years of relevant work experience in monitoring and evaluation of development programmes
  • Excellent writing and verbal communication skills in English and Russian
  • Knowledge of the Central Asia region

Desirable competencies:

  • Work experience in the Kyrgyz Republic
  • Knowledge of FAO and other development organizations
