Exercise expert: Logistics - part time

The overall objective of the project is to reduce the vulnerability of the beneficiaries to natural and man-made disasters at local, national and regional levels.
The fields of activities of the project will be to raise awareness, build capacity and implement:
- early warning systems
- host nation support
- emergency dispatch centres and to bring the beneficiaries closer to the EU Civil Protection Mechanism by:
- training and exchanging experts
- plan and conduct exercises
- plan and conduct workshops
The Exercise experts in logistics will be responsible for all activities related to the logistics and the site preparation for the exercises. During the exercises they would be expected to take the role of exercise controllers or coordinators supporting the Team leader. They should ensure the quality of all activities related to designing and implementing exercises.
Qualifications and skills
- Relevant university degree
- Fluency in both written and spoken English
- High quality analytical and document drafting skills
- Excellent organizational and communication skills
Among candidates of comparable qualifications and skills, preference will be given to those who have linguistic skills in one or more languages of the beneficiary countries.
General professional experience
- Preferably 10 years of relevant professional experience
- General experience demonstrating an understanding of the EU acquis relevant to civil protection and/or of the EU enlargement process.
Specific professional experience
- Experience in civil protection exercises and the organisation and facilitation of large events, development of background materials, coordination of activities, ensuring follow up etc.
- Participation in the Civil Protection Mechanism training courses (desirable).
- A proven track record in civil protection competence and a good understanding of the institutional challenges of project planning and of working with relevant stakeholders.
- Experience in editing of promotional materials and managing information flow, and
- Experience in interacting with candidate countries and potential candidates, other relevant stakeholders and the European Commission services (desirable).
Among candidates fulfilling these requirements, preference will be given to those with demonstrated experience in interacting with civil protection services in as many beneficiaries as possible. Duration: 48 months starting Jan 2011
