Overview

Project on strengthening capacity to forecast extreme weather events in Asia: Regional Workshop on Cooperation and Information Sharing for Flood Risk Reduction and Extreme Weather Events in Central Asia

ESCAP is implementing a project entitled “Strengthening capacity to forecast extreme weather events in Asia” which aims to strengthen national capacity of participating countries in Central Asia and East and Northeast Asia in addressing flood risks due to extreme weather events. The project will develop a compendium on flood and water-related risks and extreme weather events in Asia, with particular reference to Central Asia and neighbouring countries, with a view to recommending possible strategies for promoting cooperation and sharing of information and analysis capacities in Central Asia.

Duties and responsibilities

The national consultant will compile information from existing national reports, documents and literature on the status of key institutions and programmes and sound practices on flood and water-related disaster risk taking into consideration extreme weather events at the national level, with a view to analyze unmet needs and gaps, for use as inputs for the above-mentioned compenium. The write-up will include:

1. Review of past to recent flood and water-related hazards and extreme weather events in the country, and their social and economic effects
2. Flood and water-related risk management practices in the country, including:
- Institutional arrangements: brief description of basic organizational system and structure at the national level
- Flood and water-related hazards monitoring systems: description of national-level monitoring systems, methodologies, techniques and tools used for monitoring, forecasting and issuing warnings for floods and water-related hazards, and for longer-term forecasting taking into consideration climate change variability
- Sound monitoring practices: description of current (and planned) practices in monitoring and forecasting flood and water-related hazards and extreme weather events at national level
3. Synopsis of information gaps and priority needs for flood risk reduction taking into account extreme weather events

Output: the write-up will be in English, with a brief executive summary in English and Russian, totaling about 15-20 pages including figures and tables
