The Regional Integrated Multi-Hazard Early Warning System (RIMES) has received/has applied for financing for the project in RIMES and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include individual consultant - Finance Management Specialist (FMS) who is responsible for support the Finance and Accounting Unit under the Operation Support Department. 

The Finance Management Specialist will be in charge of complete account management, budgeting, and reporting for efficient RIMES operations. Focus of work will include financial planning, budgeting, financial management, treasury management, financial reporting and accounting. As necessary, the Finance Management Specialist will provide expert guidance, inputs, and direction to Accounting and Finance Teams of RIMES-implemented, donor-funded programs and projects in budget preparation, budget execution, monitoring, analysis, internal control, and financial reporting, among others. The Finance Management Specialist will supervise RIMES Finance/Accounting Unit, and those in programs/projects. The Finance Management Specialist will also lead the capacity building of RIMES Accounting and Finance Teams, both institutionally and in projects, for ensuring that the RIMES accounting and finance processes are up to international standards.

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.  

The Regional Integrated Multi-Hazard Early Warning System (RIMES) now invites eligible individual consulting (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide a CV demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are;

Education and Experience:

  • At least master’s degree in Accounting/Finance with minimum of 7 years of progressively responsible professional experience in accounting, finance, and budget management;
  • Professional certification in Accounting or Finance;
  • Demonstrable experience in carefully and aptly analyzing accounting/finance data and preparing management reports for various stakeholders;
  • Work experience in accounting/finance management with reputable audit firms, International organizations, or donor organizations.

Qualifications and Technical Skill

  • Demonstrable knowledge of accounting principles, procedures and standards;
  • Demonstrable ability to apply conceptual, analytical, and evaluative skills in accounting/finance operations;
  • Demonstrable ability to prepare and maintain full set of accounts;
  • Demonstrable knowledge and experience with Infor SunSystems or other accounting; softwares (for non-profit organizations);
  • Fluency in oral and written English and Thai languages;
  • Demonstrable proficiency in using Microsoft Excel;
  • Knowledge of international donor agency requirements and regulations is an advantage.

  • Able to work within systems and procedures, work effectively in a small team environment involving the sharing of information and at times sharing workloads;
  • Able to analyze and integrate potentially conflicting numerical, verbal, and other data from a number of sources; • Willing to demonstrate, apply and share expert technical knowledge across the organization; • Able to work independently, and/or within teams, multi-task and meet deadlines; • Receptive to feedback and recommendations for enhancing work. 5. Contract Duration

The contract will initially be for one (1) year and will be extended upon satisfactory completion of a six-month probationary term and annual performance review.

A Consultant will be selected in accordance with the individual consultants method set out in the Procurement Manual and to be specifically set out in the Request for Expressions of Interest (REoI).
